About the role

The district administration of Vorpommern-Greifswald, one of Germany’s largest districts and located on the Baltic Sea coast, is looking to strengthen its Audit and Municipal Audit Office in Anklam. The position is available as soon as possible for reference number 1425.1, and another identical role is scheduled to begin on 01.01.2027 under reference number 1427.1. The employment is permanent.

The average working week is 39 hours for employees covered by collective bargaining and 40 hours for civil servants.

Responsibilities

  • Carry out local audit work
  • Examine annual financial statements and their supporting annexes
  • Check compliance with proper bookkeeping principles
  • Verify whether budget management is conducted correctly
  • Assess the legality, appropriateness, and economic efficiency of administrative actions
  • Audit the district’s procurement and award procedures
  • Perform unannounced cash audits
  • Conduct supra-local audit assignments
  • Review the budgetary and economic management as well as other administrative activity of municipal bodies and their special assets for which the district administrator is responsible for supervisory oversight
  • Undertake unannounced cash inspections
  • Check whether grants were used for their intended purpose and confirm proof of utilization
  • Prepare special investigations and expert opinions on specific issues

Requirements

  • A bachelor’s degree in law, a diploma in public administration, completion of the second level of the administrative training track, or a comparable qualification with relevant professional experience
  • Additional training as a municipal auditor for double-entry accounting or as a certified accountant is desirable, or willingness to complete such training
  • Confident use of standard office software
  • Strong knowledge of business administration
  • In-depth understanding of legal and administrative matters
  • Sound knowledge of general and special administrative law in the fields to be audited
  • Knowledge of KV-MV, GemHVO-Doppik, GemKVO-Doppik, AO, and KAG M-V
  • Ability to think analytically and conceptually, quickly grasp complex issues, and present them clearly and accurately in spoken and written form
  • Professional presence, negotiating ability, and strong communication and cooperation skills
  • High level of commitment, flexibility, and resilience, plus willingness to travel for work
  • Clean police clearance certificate
  • Driving licence class B, willingness to drive official vehicles, and to use a private car for business purposes when required

Compensation

Depending on collective bargaining or civil service eligibility, the role is classified in pay grade 10 TVöD-VKA or salary grade A 11 LBesG M-V.
