Role Overview
Stellar Health is creating its quality function from the ground up, and this role is responsible for establishing it. The Director, Quality Programs will own the quality program for the CMS ACO business and all risk contracts, while also serving as the internal leader for quality across Sales, Product, Customer Success, and Operations. This position reports to the VP, Value-Based Care Operations and is deeply embedded in commercial and product conversations rather than functioning as a back-office support role.
The ideal candidate has strong expertise in MSSP quality performance, data ingestion, and client-facing engagement, along with a deep commitment to value-based care quality improvement. The role begins as an individual contributor running quality submissions, analyzing performance trends, advising ACO leadership and practices, and speaking directly with payer quality leaders. Over time, the person in this role is expected to build and lead a small team, evolving from solo operator to player-coach.
Execution and Performance Management
- Take full ownership of day-to-day MSSP Quality execution, including cross-team coordination and submission workflows covering HEDIS, CMS Stars, MIPS, and Medicaid quality programs.
- Lead Stellar Health ACO quality submission work end to end, from preparing submission packages and running internal audits to managing review cycles and final sign-off, while advising ACO leadership on performance trends and contract targets.
- Analyze the broader quality landscape on an ongoing basis to identify patterns, highlight risks, and strengthen Stellar’s credibility with payers and ACO partners.
- Create KPIs to track the effect of quality interventions and provide weekly, or as-needed, updates to senior leadership on performance and emerging issues across ACOs.
- Act as the main internal resource for quality-related questions, resolving “does this count?” issues from Customer Success, Provider Success, Product, Operations, and Sales without escalation.
- Set and enforce quality measure sign-off standards by reviewing and approving measure logic before it is released into production to prevent configuration errors and financial impact.
Strategy and Reporting
- Build multi-year MSSP Quality strategies for PY2026, PY2027, and beyond in collaboration with senior leaders in Strategic Initiatives, Product, and Customer Success.
- Own the risk mitigation approach for MSSP quality, including performance improvement planning, technical solutions, and contributions to relevant policy positions.
- Lead the yearly HEDIS specification review by translating NCQA updates into operational and product recommendations, including ICD, CPT, and LOINC changes and new or revised measures.
- Support the growth team with deal-level measure feasibility reviews and state-by-state Medicaid quality alignment, and represent Stellar in discussions with payer quality leadership.
Supplemental Data and Audit
- Manage all supplemental data submission processes, including chart retrieval, data accuracy checks, and PSV audit procedures, and serve as the final approver before any supplemental submission is sent to a payer.
- Develop and maintain relationships with external vendors and partners that support quality submission workflows, including handling payer-specific requirements across multiple health plans.
Partnership and Product Collaboration
- Work closely with Product, Analytics, Operations, and Customer Success to improve overall quality outcomes.
- Partner with EPD on PRD reviews for quality actions and EHR data acquisition, and assess Stellar’s product capabilities against CMS final rules and Stars technical specifications.
- Collaborate directly with network practices to design gap-closure workflows and gather feedback that supports ongoing process improvement.
What You Bring
- 10+ years of experience in healthcare, with most of that time spent in quality program management at a provider, ACO, or health plan.
- At least 6 years of direct, hands-on ownership of end-to-end quality submissions, with advanced knowledge of MSSP quality policies, measures, and reporting requirements.
- Expert-level command of HEDIS, MIPS, eCQMs, MSSP ACO quality reporting, and CMS Stars, including the ability to answer measure-level questions without escalation.
- Proven success building a quality program or function from the ground up.
- Strong data-driven decision-making skills and advanced proficiency in Excel or Google Sheets and PowerPoint or Google Slides.
- Experience working with EHR integrations or other data integrations, and a solid understanding of how quality measure data moves through structured EHR documentation, including Epic and at least one other platform.
- Ability to influence senior leaders, cross-functional teams, and external stakeholders without formal authority.
- Strong working knowledge of NCQA supplemental data standards, PSV audit procedures, and payer-specific submission rules.
- History of working directly with payer quality leadership, plan medical directors, or similar external partners at a peer level.
- Excellent leadership, communication, and relationship-building skills across all organizational levels.
- Bachelor’s degree in Healthcare, Public Health, or a related field preferred; relevant experience may be accepted instead of a degree.

Compensation
The stated compensation range for this role is $180K to $220K annually.
