Overview
Jhpiego is a global nonprofit health organization affiliated with Johns Hopkins University. For over five decades and in more than 155 countries, it has supported efforts to prevent avoidable deaths among women and families. The organization works with Ministries of Health worldwide across HIV/AIDS, maternal and newborn health, family planning, health workforce strengthening, cervical cancer prevention, malaria, and infection prevention and control / water, sanitation and hygiene (IPC/WASH). In Eswatini, Jhpiego is leading the Reaching Impact Saturation and Epidemic Control (RISE) project, a U.S. Government-funded initiative designed to save lives and improve health through integrated, evidence-based solutions that address critical gaps in lifesaving services. RISE operates at all levels of the health system to strengthen the HIV/TB response, reduce the spread of deadly outbreaks through Global Health Security programming, and lower preventable illness and death through integrated maternal, newborn and child health, nutrition, tuberculosis, and malaria services. Since 2019, the project has supported programs in more than 25 countries across Africa, Asia, and Latin America.
Role summary
The Procurement & Logistics Officer will be responsible for running an efficient procurement and logistics function. The role provides timely support through procurement and logistics coordination, works with the project team to track movement of medical supplies, ensures accountability for items sent to implementing partners, and supports the disposal of assets, obsolete stock, and surplus supplies.
Key responsibilities
- Provide procurement and logistics support to the programme to improve coordination and smooth execution of processes.
- Offer technical input on procurement and logistics planning, sourcing strategies, tendering, and contract administration for local and international supplies.
- Carry out market research, identify suppliers able to deliver quality goods and services, maintain supplier contracts, and work with the head office team to establish and manage standard contracts and framework agreements.
- Keep an updated yearly database of pre-qualified suppliers.
- Collaborate with project teams to prepare the annual procurement plan by combining project needs for bulk purchasing, and update goods, services, pricing, catalogues, and procurement records each month.
- Help orient and train new staff on procurement and logistics procedures so they understand Jhpiego processes.
- Work with Finance to process and review supplier invoices and ensure payments for goods and services are handled promptly.
- Support the Administrative Assistant in recording all received goods in the Intellitrack system and assist with physical stock counts to ensure system records match actual stock.
- Ensure procurement and logistics requests are completed within acceptable lead times and in line with partner guidelines and organisational policies.
- Conduct quotation and bid analyses to support a fair, transparent, and competitive selection process, and coordinate technical evaluation or advice before purchase orders are issued or shared with vendors.
- Maintain constructive relationships with external suppliers and strong working partnerships with internal stakeholders.
- Ensure full compliance with procurement procedures and standards.
- Contribute to continuous improvement by introducing practical approaches that strengthen procurement and logistics support and improve coordination with other office departments.
- Assist the Finance & Operations Director with project closeout activities.
- Carry out any other duties related to the role as needed.
Required qualifications and experience
- A Bachelor’s degree or Associate Degree in Supply Chain, Stores Management, or Logistics Management.
- CIPS registration is an advantage.
- At least 3 years of experience in warehousing or stores management within an international NGO, preferably on US Government-funded projects; experience in health intervention programmes at a similar level will also be considered.
- Strong numerical, analytical, and report-writing skills.
- Computer proficiency is essential; experience with inventory systems is an added advantage.
- Knowledge of Jhpiego procurement standards is beneficial.
- Cross-cultural awareness, emotional maturity, and physical stamina.
- Ability to build effective working relationships with colleagues, partners, and government stakeholders.
- Good command of English and SiSwati, both spoken and written.
- Experience with procurement and background-checking systems is an advantage.
- Proven ability to manage multiple significant tasks at the same time.
- Capacity to work independently in a less structured setting as well as collaboratively in a team.
- Willingness and ability to travel domestically as required.
