Role overview
Downer New Zealand is looking for a proactive submission specialist to partner with important business stakeholders and help win opportunities for its Infrastructure Delivery business. Downer operates across Australia and New Zealand, delivering integrated services that support the design, construction, and long-term care of assets, infrastructure, and facilities.
This role sits within a growing business with a strong pipeline of work and focuses on creating high-quality, customer-centred submissions for major transport and infrastructure projects in New Zealand.

What the role involves
In this position, you will lead the creation of persuasive submissions that present Downer’s strengths clearly and effectively. You will work closely with a range of internal stakeholders, interpret client needs and procurement requirements, and turn that information into strong win strategies and submission documents.
You will need to stay organised, adaptable, and steady under pressure while managing several opportunities at different points in the tender process. The role calls for someone who can balance creativity with structure, and who is comfortable building relationships, influencing others, and delivering consistently strong outcomes.
Key skills and background
Experience in civil construction would be beneficial, but it is not essential. Downer is open to providing training for the right person if they bring excellent writing ability, strong communication, project coordination skills, a focus on improvement, and pride in producing high-quality work.
Additional requirements
