Senior HSE Engineer

Role overview

This opportunity is for a seasoned Senior HSE Engineer to support a major data centre bid in Qatar. The position calls for more than 12 years of experience in construction health, safety and environmental leadership on complex, high-dependency projects. The role focuses on maintaining HSE compliance across all construction work, controlling high-risk activities, and helping build a strong safety-first culture throughout delivery.

Key responsibilities

• Direct HSE supervision across data centre construction works and ensure site-wide safety controls are in place.
• Check that contractors follow project HSE plans, risk assessments, permit systems and all statutory obligations.
• Carry out routine inspections, audits and safety reviews to confirm safe practices are being maintained.
• Assess and approve contractor HSE submissions, including method statements, job hazard analyses and risk assessments.
• Oversee hazardous activities such as lifting, hot works, confined space entry, excavation, electrical tasks and work at height.
• Confirm that energisation, testing, commissioning and operational readiness work is executed safely.
• Verify lockout/tagout controls and energy isolation measures for mission-critical systems.
• Review lift plans, crane usage, rigging work and movement of heavy plant and equipment.
• Track contractor safety performance and make sure corrective actions are closed out for any identified gaps.
• Lead investigations into incidents, near misses, unsafe conditions and dangerous occurrences, with proper reporting and follow-up.
• Maintain records for observations, non-conformances, corrective actions and incident logs.
• Coordinate emergency drills, evacuation exercises and crisis response activities.
• Ensure compliance with Qatar construction rules, local authority requirements and client HSE standards.
• Contribute to toolbox talks, inductions, workshops and awareness campaigns that strengthen the safety culture.
• Work closely with client teams, contractors, authorities and project managers on all HSE-related issues.
• Monitor welfare provisions, environmental measures, waste handling and occupational health requirements.
• Prepare HSE reports, KPI dashboards, audit outputs and management summaries for stakeholders.
• Support project handover by ensuring HSE documents, permits and closeout records are complete and properly stored.

Candidate profile

The ideal candidate holds a bachelor’s degree, diploma or an equivalent HSE qualification, with NEBOSH, IOSH, OSHA or a similar certification considered required or preferred. Experience in data centre environments is preferred. The role requires at least 12 years of experience in construction HSE management, including supervision of high-risk MEP activities, lifting operations, hot works, electrical energisation, confined spaces, work at height, contractor oversight, incident reporting and compliance with Qatar HSE requirements. Background in data centres or other live, critical facilities is an advantage.
