CLEAR Engineering Consultants is looking for a seasoned Site Quantity Surveyor to oversee the full spectrum of quantity surveying and commercial support across the construction project lifecycle in Riyadh. The role centers on quantity measurements, valuation of completed work, contract administration, cost monitoring, variation assessment, and certification of contractor payments, all while keeping work aligned with contract obligations and project budgets.

Key responsibilities

• Prepare and validate quantity take-offs from approved drawings and project specifications.
• Measure work completed on site and confirm quantities for progress billing.
• Examine interim payment submissions from contractors and draft payment recommendations.
• Assess variations, change orders, and claims in line with contractual terms.
• Track project expenditure, budgets, and cash flow throughout the project.
• Support the preparation of cost estimates, budget revisions, and financial forecasts.
• Check Bills of Quantities and ensure measurements are carried out accurately and in line with relevant standards.
• Keep cost records up to date and produce regular cost reports for management.
• Liaise with project managers, engineers, consultants, and contractors on commercial issues.
• Contribute to contract administration, including interpretation of clauses and commercial correspondence.
• Support procurement activities by reviewing tender packages, quotations, and cost comparisons.
• Flag commercial risks and suggest suitable mitigation actions.
• Confirm final quantities and assist with final accounts and close-out documentation.
• Ensure adherence to contract conditions, company procedures, and applicable industry standards.

Requirements

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
• At least 10 years of experience in quantity surveying and cost control for construction projects.
• Background in commercial, residential, industrial, or infrastructure projects.
• Solid understanding of contract administration, cost control, BOQ preparation, and quantity measurement.
• Familiarity with internationally recognized measurement methods and construction contracts such as FIDIC.
• Professional certification such as MRICS, AIQS, or an equivalent credential is preferred.
• Proficiency in Microsoft Excel, AutoCAD, and Microsoft Office.
• Experience using quantity surveying and cost management tools such as CostX, CCS Candy, PlanSwift, or similar software.
• Strong working knowledge of BOQ preparation, quantity take-offs, work valuation, and cost reporting.
• Ability to read and interpret engineering drawings, specifications, and contract documents.
• Strong analytical and numerical ability.
