Role overview
This position is focused on building and strengthening the organization’s enterprise-wide communication and stakeholder engagement framework. The role supports collaboration across corporate stakeholders, helping advance the mission of delivering and managing world-class infrastructure in line with Qatar’s National Vision. It also contributes to stakeholder partnership initiatives and supports team development through mentoring in strategic communication, engagement, and international liaison.
Key responsibilities
The advisor will shape and deliver communications and engagement activity for major strategic programs, including Modern Methods of Construction (MMC) and Construction Technology Transformation.
- Lead the creation and rollout of a broad communication plan for strategic initiatives.
- Set up communication governance arrangements that keep messaging consistent, accurate, and aligned with organizational goals.
- Develop and refresh practical guidance for communication, stakeholder engagement, and change management across projects.
- Build change management approaches that help secure adoption of MMC and technology improvements.
- Work with internal teams, external partners, and government bodies to align policy, standardization, and change activities.
- Drive engagement initiatives that improve understanding of transformation programs, especially around MMC and digital construction.
- Maintain productive relationships with government entities, developers, contractors, architects, and overseas partners.
- Research, draft, edit, and oversee communication deliverables such as executive briefs and strategic updates.
- Create and deliver messaging that is clear, persuasive, and tailored to different audiences and channels.
- Coordinate internal and external communications so initiatives are joined up with ministries and other stakeholders.
- Plan and run workshops and stakeholder forums that support project visibility and governance awareness.
- Organize conferences, international forums, and knowledge-sharing events that highlight construction technology progress and MMC governance.
- Prepare performance reports covering achievements, improvement areas, and stakeholder feedback.
- Support delivery of high-impact messaging to audiences in Qatar and abroad.
- Keep records of progress, challenges, and outcomes linked to construction technology and MMC programs.
- Gather stakeholder feedback to identify barriers to adoption and opportunities to improve guidelines, SOPs, and incentives.
- Engage the wider ecosystem of developers, architects, engineering firms, and contractors to sharpen communication plans.
- Use stakeholder input to improve programs, update policy, and strengthen strategic communications.
Requirements
- Degree from a recognized university in a relevant field.
- Chartered status or a professional license from an internationally recognized professional institution or organization.
- At least 25 years of postgraduate experience, including major infrastructure projects or programs, 10 years in a similar role, and 5 years in Qatar and/or the Gulf region.
- Strong written and spoken communication skills in both Arabic and English.
- Background in communication management for public-sector building and infrastructure projects.
- Experience creating organizational communication strategies, policies, plans, processes, procedures, and standard practices.
- Experience carrying out communication assessments, analyzing findings, and developing improvement solutions.
- Demonstrated experience working with government authorities and utility service providers.
- Experience dealing with Qatari authorities.
- Master’s degree in a relevant subject is preferred.
- Proven success in delivering major engagement programs in a public-sector environment.
- Strong understanding of organizational context, stakeholder expectations, and external market trends.
- Ability to connect communication goals with business strategy and outcomes.
- Comfortable acting as a trusted advisor and strategic partner to senior leaders.
- Knowledge of media relations, crisis communication, digital platforms, and content production at a strategic and supervisory level.
- Strategic planning mindset with a focus on effective stakeholder engagement and communications solutions.
- Ability to build business relationships and partnerships through collaboration and consultation.
- Highly developed written and verbal communication skills, including the ability to handle sensitive issues tactfully.
