Role Summary

OCT Consulting is looking for a mid-level Proposal Manager/Writer to support proposal creation and submission efforts for Federal Government opportunities. What You'll Do

You will help manage, develop, and refine major proposals while applying established proposal development practices. The role may involve supporting a team or taking the lead on proposal efforts from start to finish. A working understanding of teaming approaches involving both large and small businesses is important.

  • Review new opportunity sources each day to help build the pipeline, including GWACs, IDIQs, Sources Sought notices, Market Research, RFIs, RFQs, and RFPs.
  • Analyze solicitation packages such as RFPs, RFQs, and SOWs, then help create the proposal outline, compliance matrix, and related team communications.
  • Check that proposals are appropriately scoped, assumptions are sound, risks are identified, and responses fully address requirements.
  • Work closely with technical experts, business experts, authors, capture managers, and client program managers to keep proposal development efficient and effective.
  • Draft original, compliant, and persuasive proposal content for technical sections of complex, large, or high-visibility solicitations.
  • Write sections independently covering technical approach, management, staffing, and past performance.
  • Revise and edit proposal sections repeatedly as needed while keeping the tone and voice consistent throughout the document.
  • Support leadership reviews by checking proposal materials for responsiveness and compliance with solicitation instructions.
  • Assist with professional proposal formatting and create strong visual elements such as graphics and charts.

Requirements

  • A bachelor's degree and at least 4 to 6 years of experience writing and developing responses to Government RFPs.
  • Ability to produce client-ready deliverables under tight deadlines.
  • Experience creating graphics such as tables and org charts, and the ability to deliver accurate, polished materials quickly.
  • Prior proposal development experience that contributed to growth in a small or mid-sized business is highly desirable.
  • Strong critical thinking, analytical, and problem-solving abilities.
  • Excellent written and verbal communication skills, along with strong organizational skills.
  • Ability to understand new concepts quickly, write effectively, and perform well in a fast-paced, deadline-driven setting.
  • Proven ability to handle multiple deadlines and shifting priorities efficiently.
  • Capacity to manage several tasks at once while staying organized and prioritizing independently.
  • Experience with the Shipley process or another structured proposal methodology is preferred.
