Role overview

This position leads the operational side of school-based and clinic-based mental health services for Dallas Independent School District. Core responsibilities

• Direct the day-to-day operational work that supports mental health services in schools and clinics so services remain efficient and effective.
• Create, roll out, and review standard operating procedures to improve consistency, quality, and operational performance across mental health programs.
• Work with clinical leadership to uphold documentation standards, productivity goals, and evidence-based practice expectations.
• Own the deployment, upkeep, optimization, and staff training for the Electronic Medical Records system to support compliance and efficiency.
• Embed district tools such as PowerSchool, MTSS, Data Portal, and EdPlan into team workflows to strengthen coordination, reporting, and service delivery.
• Lead the department’s Quality Improvement program and set up processes that drive ongoing improvement and stronger operational results.
• Plan and supervise internal reviews of clinical files, billing records, and service documentation to maintain accuracy, quality, and regulatory adherence.
• Maintain compliance with FERPA, HIPAA, state licensing rules, grant conditions, accreditation requirements, and district policies.
• Review performance, operational, and compliance data to spot trends, risks, and opportunities to improve systems and outcomes.
• Build and monitor corrective action plans in response to audit results, compliance issues, and performance gaps.
• Track the department’s operating and grant-funded budgets to ensure spending is allowable, financially responsible, and reported correctly.
• Partner with finance teams on projections, expense tracking, financial reporting, and resource planning.
• Oversee contracts with outside providers, consultants, and community partners, including drafting, renewals, and monitoring vendor performance.
• Assess contracted services for quality, compliance, effectiveness, deliverables, and cost value, coordinating with procurement and legal teams when needed.
• Design, deliver, and evaluate staff training on clinical documentation, compliance, billing, quality systems, and operational processes, then refine training based on data and feedback.

Requirements

• Bachelor’s degree from an accredited university is required.
• Master’s degree from an accredited university is preferred.
• Current Texas licensure such as LPC, LMFT, LCSW, LPA, LP, or LSOP is preferred.
• At least five years of experience in mental health services is required.
• Working knowledge of mental health service operations, quality assurance, compliance expectations, and applicable federal, state, licensing, accreditation, and grant rules.
• Strong ability to interpret operational, clinical, financial, and compliance data to identify patterns, reduce risk, and support continuous improvement.
• Experience in budget administration, grant oversight, contract management, vendor monitoring, and fiscal accountability.
• Capability to build and manage operating procedures, quality improvement systems, corrective action plans, and compliance controls.
• Ability to lead cross-functional teams through coaching, training, performance support, and organizational change.
• Comfort using EMR platforms, district data systems, Microsoft Office, and reporting tools to support daily operations.
• Strong communication and relationship-building skills with leadership, staff, families, community partners, vendors, and regulators while maintaining confidentiality and professionalism.
