Role overview
Join a global infrastructure consulting team focused on delivering utility and civil works that support cities, communities, and major development projects. This position is centered on supervising dry utility construction and ensuring all site activities align with approved designs, technical specifications, and authority requirements.
Key duties
- Oversee and check the installation of dry utility systems such as HV/LV power cables, street lighting, telecom networks (Etisalat/Du), ITS, and associated infrastructure so they comply with approved drawings, project specifications, and regulations from RTA, DEWA, Etisalat, Du, and DM.
- Examine excavation, duct installation, backfilling, and cable pulling activities to confirm they follow the agreed method statements and project standards.
- Check jointing, termination, and chamber works for electrical and telecom systems against approved requirements.
- Make sure dry and wet utility interfaces are properly coordinated to prevent clashes and support smooth execution.
- Inspect trench preparation, bedding, and protective layers before and after utility installation.
- Review shop drawings, material submissions, method statements, and as-built records connected to dry utility works and provide comments where needed.
- Track contractor activities for compliance with safety rules, quality control processes, and approved inspection and test plans.
- Witness inspection requests and confirm that continuity, insulation resistance, and functional tests are carried out and documented correctly.
- Liaise with authorities such as RTA, DEWA, Etisalat, Du, Civil Defense, and DM for inspections, no-objection certificates, and approvals.
- Raise and track non-conformance reports and site observations until they are fully closed out.
- Review daily progress updates, maintain inspection logs, and ensure site records are submitted on time.
- Take part in progress and coordination meetings to address technical matters, utility conflicts, and schedule changes.
- Verify that trench reinstatement and surface finishing are completed according to project and authority standards.
- Ensure installed utilities are adequately protected and marked after completion.
- Assist the Resident Engineer and Utility Engineer in resolving field issues and checking as-built information before handover.
- Confirm that testing, commissioning, and handover files for dry utilities are complete and ready for project closeout.
Qualifications and experience
- A bachelor’s degree in Civil Engineering is required.
- Membership with the UAE Society of Engineers is preferred.
- At least 8 years of relevant experience in utility works on major infrastructure projects is required.
- Minimum 5 years of Dubai experience with a demonstrated background in RTA projects.
- Prior RTA approval will be an advantage.
- Experience working with multiple authorities, including RTA, DEWA, Etisalat, Du, and DM, is expected.
