Company Overview
Chivi Rural District Council is a local government authority serving communities in Masvingo Province, Zimbabwe. Its work centers on sustainable rural development and reliable service delivery. It collaborates with residents, businesses, and other stakeholders to promote accountability, sound governance, and responsible administration of public resources.
Role Summary
This full-time, on-site position is based in Masvingo Province, Zimbabwe. The Senior Procurement Officer will oversee the full procurement cycle, from planning and sourcing through to purchasing goods and services in accordance with council policies and national requirements. The role requires coordination with suppliers and internal teams, sound documentation practices, and a strong focus on transparency, compliance, and cost control.
Key Duties
- Plan and manage procurement activities from request to purchase completion.
- Review purchase requisitions and ensure they meet policy and budget requirements.
- Prepare, issue, monitor, and follow up on purchase orders.
- Support supplier sourcing, evaluation, and selection processes.
- Negotiate contract terms to achieve value for money and compliant agreements.
- Keep procurement records complete, accurate, and well organized.
- Assess supplier pricing and performance to inform purchasing decisions.
- Assist with cost analysis and contribute to budget planning.
- Guide colleagues on procurement procedures and compliance matters.
- Liaise regularly with internal departments, vendors, and regulatory bodies to ensure timely delivery and quality standards.
Qualifications and Requirements
- Proven background in procurement and purchasing, preferably within the public sector or another institutional setting.
- Hands-on experience with purchase order preparation, tracking, and documentation control.
- Strong negotiation ability, with a track record of securing favorable terms while staying compliant with applicable rules.
- Analytical capability to review bids, compare supplier offerings, and interpret market trends.
- A relevant qualification in Supply Chain Management, Procurement, Business Administration, Finance, or a related discipline.
- Working knowledge of Zimbabwean public procurement laws and familiarity with local government operations.
- High standards of integrity, precision, transparency, and accountability in the handling of public resources.
- Excellent communication and people skills, with the confidence to work across diverse stakeholder groups and explain procurement processes clearly.
- Proficiency in standard office applications, with preferred exposure to procurement software or ERP platforms.
