Budgeting and Reporting Manager

Role overview

Management Solutions International is hiring a Budgeting and Reporting Manager for a major government organization in Qatar. The role focuses on guiding the full budgeting cycle, building forecasts, and delivering management reports that support leadership decisions.

What you will do

• Own and coordinate the yearly budgeting and forecasting exercise across all business functions.
• Track financial results and explain differences between budgeted and actual numbers.
• Produce monthly management packs, dashboards, and performance review reports.
• Build financial projections, trend analysis, and scenario models to aid planning and decision-making.
• Maintain accurate cost allocation methods and cost centre reporting.
• Improve reporting processes, streamline workflows, and support ERP-related enhancements.
• Assist with banking-related matters, including guarantees and bonds.
• Manage, coach, and develop the finance team while ensuring adherence to internal controls and policies.

Requirements

• A bachelor’s degree in Finance, Accounting, or a closely related discipline is required; a master’s degree is preferred.
• Professional credentials such as CA, CPA, CMA, ACCA, or ICAEW are preferred.
• At least 10 years of experience in finance-related roles is required.
• A minimum of 5 years in a managerial role within the last 5 years is required.
• Strong hands-on experience in budgeting, forecasting, management reporting, and financial analysis is essential.
• Good understanding of cost accounting and variance analysis is needed.
• Exposure to ERP systems and reporting platforms is highly desirable.
• Excellent analytical ability, communication skills, and stakeholder management skills are required.
• Applicants must already be based in Qatar.
• Arabic language ability will be an advantage.
