Role overview

The Academic Expert provides high-level advisory support to senior leadership by preparing studies, analysis, and practical recommendations that inform decisions and strengthen institutional performance. This position also plays a key role in reviewing and improving the legislative, regulatory, and operational frameworks connected to the Council’s work, while assessing the effects of policies and strategic initiatives.

In addition, the role offers expert guidance grounded in international standards and recognized best practices. It involves coordinating with specialists, consultants, and other stakeholders to improve organizational readiness, raise the quality of outputs, and help drive the Council toward its strategic goals and long-term ambitions.

Responsibilities

Support and help lead strategic planning efforts for the higher education sector in line with national priorities and the Emirate’s strategic direction.
Ensure higher education institutions’ strategies are aligned with the Council’s objectives, while encouraging collaboration and integration across the sector.
Contribute to the design and enhancement of academic programs, with a focus on innovation and excellence in higher education.
Assist in building academic and research capability to improve educational quality and scientific research output.
Manage and strengthen data handling and institutional analytics to support evidence-based policymaking and decision-making.
Track performance indicators and ranking systems to help higher education institutions become more competitive.

Qualifications

A Master’s degree or PhD in Quality Management, Higher Education, or a closely related discipline is required.

Experience

At least 10 years of experience in quality assurance, academic accreditation, higher education management, or a similar field is required.

Skills and competencies

Ability to provide expert advisory support and strategic recommendations to senior leadership.
Strong background in strategic consulting and evidence-based recommendation development.
Solid capability in research, studies, and policy analysis.
Ability to interpret data and information and turn it into strategic insights.
Good knowledge of legislation, governance structures, policies, and regulations related to higher education and scientific research.
Strong strategic judgment, problem-solving ability, and change management skills.
Experience in developing and monitoring strategic initiatives and projects.
Strong relationship management and partnership-building abilities with experts and stakeholder organizations.
Advanced report-writing and executive presentation preparation skills.
Excellent verbal and written communication, presentation, and influencing skills in Arabic and English.
Ability to manage competing priorities and perform well in a fast-changing environment.
