직무 설명

Role overview

The Dubai Financial Services Authority (DFSA) is hiring a Senior Manager, Resolution to strengthen its resolution capabilities for the DIFC. This position focuses on planning for resolution events, evaluating whether firms can be resolved in an orderly way, maintaining crisis readiness, and assisting with the managed resolution of authorised firms operating in or from the DIFC when needed.

Alongside resolution work, the role contributes to the DFSA’s wider macroprudential efforts by supporting systemic risk monitoring, financial stability analysis and macroprudential assessment work. The successful candidate will be expected to apply a practical, risk-based approach that aligns with the DFSA Board’s risk tolerance and the organisation’s leadership and behavioural expectations.

Resolution planning and management

You will lead and support core resolution-planning activities, including the design of resolution strategies, preparation of resolution plans, resolvability reviews and broader readiness work.

  • Develop and help deliver resolution strategies, plans, resolvability assessments and related preparedness activities.
  • Spot barriers that could make a firm difficult to resolve, including issues linked to governance, business continuity, funding, loss-absorbing capacity, legal structure, essential operations, access to market infrastructure and cross-border links.
  • Suggest proportionate steps to remove or reduce significant obstacles to resolvability and track progress made by firms.
  • Oversee the upkeep of resolution playbooks, internal procedures, crisis-management arrangements and decision-support materials.
  • Contribute to contingency planning and, where necessary, help manage the orderly failure or likely failure of authorised firms in or from the DIFC.
  • Prepare analysis, recommendations and draft resolution decisions, including resolution scheme proposals when relevant.
  • Coordinate with DFSA supervisory teams, authorised firms, home and host authorities, resolution authorities and other stakeholders to support readiness and cross-border coordination.
  • Work with supervisory teams on recovery-planning topics when they affect resolvability, crisis readiness or resolution preparedness.
  • Prepare for, organise and participate in Crisis Management Groups and other domestic or cross-border resolution forums as required.

Macroprudential supervision

You will also support the Macro-prudential Supervision team by bringing resolution insight into systemic-risk and financial-stability work.

  • Contribute to assessments of material and systemic risks, including firm distress or failure scenarios, contagion pathways and the related implications for financial stability.
  • Identify firm-level, sector-wide or market-wide vulnerabilities that could have broader stability consequences, especially where they overlap with resolution planning or crisis readiness.
  • Support macroprudential analysis, thematic reviews, briefing papers and recommendations on emerging or significant risks that may affect stability, resolvability or the orderly handling of distress or failure.
  • Help ensure that resolution planning and macroprudential supervision remain aligned so systemic-risk considerations are reflected in resolution work.

Technical guidance

In this role, you will act as a subject-matter specialist on resolution planning, crisis preparedness and related regulatory matters.

  • Provide guidance and technical advice to internal stakeholders on distress scenarios, potential failure situations, contingency arrangements and resolution options.
  • Develop and maintain internal guidance for resolvability assessments, crisis preparedness, resolution decisions and the practical use of resolution powers and tools.
  • Track international and regional standards, regulatory changes and industry practice related to resolution and crisis management, and share timely updates and technical input.
  • Work with relevant DFSA functions to design and lead crisis simulation exercises that strengthen resolution readiness and crisis-management capability.

Education and professional background

A suitable candidate should have a bachelor’s degree in a relevant discipline such as business, finance, economics, law or risk management. A postgraduate qualification in a similar area is an advantage. Ongoing professional learning relevant to the role is also expected. Professional credentials such as CFA, FRM or PRM would be a strong plus.

Experience profile

The DFSA is seeking someone with extensive recent regulatory experience, ideally gained at a comparable financial-services resolution authority or supervisory body with exposure to financial and prudential risk.

Useful background includes direct work in resolution planning, resolvability assessment, crisis preparedness, distressed-firm management or bank resolution. Experience involving D-SIBs or G-SIBs is especially valuable. Additional exposure to banking supervision, macroprudential supervision, financial stability analysis, commercial banking, prudential policy or financial analysis would also be beneficial, as would hands-on experience in drafting and implementing regulatory standards, policies and procedures.
