Business Analyst

Role Overview

This position supports the U.S. Census Bureau’s enterprise data collection and survey platforms. The role focuses on connecting business stakeholders with engineering teams and serving as the owner of technical requirements. A key part of the job is converting complex survey business rules into clear, workable development tasks.

Key Responsibilities

• Collect and record functional and technical needs by working with stakeholders in interviews and workshops.
• Draft detailed user stories with explicit acceptance criteria and clear links back to business goals.
• Create and maintain SQL queries to check data quality, investigate differences, and assist with analysis.
• Review JSON and API payloads to confirm integrations and data transfers are working correctly.
• Document current and future business processes, then identify gaps, inefficiencies, and improvement opportunities.
• Investigate workflows end to end to pinpoint the source of system or process issues.
• Track backlogs, defects, and change requests in GitHub Issues or a similar tool.
• Prepare interface documentation, data dictionaries, and integration requirement documents.
• Coordinate user acceptance testing, review results, and confirm that solutions meet requirements.
• Share stakeholder updates, release notes, and requirement changes for each deployment.

Requirements

• At least 5 years of experience in business analysis or systems analysis for enterprise software or data platforms.
• Strong SQL skills for querying, validating, and troubleshooting relational data.
• Practical understanding of JSON for reviewing APIs, payloads, and message-based integrations.
• Proven ability to debug and assess workflows that span multiple systems.
• Experience gathering, documenting, and verifying functional and technical requirements with stakeholders.
• Ability to turn business needs into user stories, acceptance criteria, and process flows.
• Comfort using GitHub Issues or a similar system for tracking backlog items, defects, and changes.
• Strong facilitation skills for meetings, workshops, and requirements walkthroughs.
• Experience analyzing logs, reports, and system outputs to find root causes and missing pieces.
• Excellent written communication for requirements, workflow documents, and integration specs.
