Role overview
The City of Mississauga is seeking a Business Analyst to provide strategic support within the Enforcement Division, with a strong emphasis on Animal Services. This permanent position is centered on shaping programs, policies, and operating models that are practical, measurable, and responsive to community needs.
In this role, you will convert legislative, operational, and community requirements into well-structured recommendations, processes, and programs that strengthen compliance, accountability, and service quality. The position also supports by-law and policy development, performance measurement, public education efforts, and broader divisional initiatives where needed.
Although Animal Services is the main portfolio, the role may also be assigned to other enforcement-related streams and cross-functional projects that benefit from consistent governance, analysis, and continuous improvement.
Key responsibilities
- Act as the divisional lead for Animal Services program and policy development while supporting broader enforcement priorities when required.
- Direct by-law review, policy creation, and program design so that they remain aligned with legislation, Council direction, and emerging operational needs.
- Study operational, community, and legislative patterns to identify risks, gaps, and opportunities, then turn those findings into practical recommendations.
- Build and refine business processes and standard operating procedures to improve consistency, efficiency, and service delivery.
- Lead analytics work, KPI design, performance reporting, dashboard development, and data quality checks to support evidence-based decisions.
- Help develop preventative initiatives that reduce systemic non-compliance using data and community input.
- Manage projects from start to finish, including business cases, process redesign, system rollouts, and change management activities.
- Research comparable practices and industry benchmarks to support modernization and continuous improvement.
- Prepare briefing notes, presentations, reports, corporate reports, and decision materials for management, senior leaders, and Council.
- Assist with public education and awareness campaigns that improve understanding of Animal Services and other enforcement-related by-laws and programs.
- Participate in stakeholder and community engagement activities such as consultations, workshops, and surveys.
- Work with internal and external partners, including Legal Services, Strategic Communications, and other municipalities or government levels, to coordinate enforcement and animal services initiatives.
- Apply business analysis and project management skills to additional divisional portfolios and cross-cutting initiatives as assigned.
- Carry out other related duties as needed.
Requirements
- A recognized post-secondary credential, along with 3 to 5 years of experience in a public-sector setting delivering public safety programs.
- Working knowledge of business transformation, business planning, and legislative, regulatory, and by-law development.
- Proven experience improving business processes and implementing program, policy, or operational enhancements.
- Ability to think strategically and produce practical, evidence-based recommendations for senior executives and City Council.
- Strong research, analysis, and problem-solving capability, supported by facilitation skills and the ability to interpret data trends.
- Experience working with records management systems, dashboards, and reporting tools to support monitoring and decision-making.
- Advanced computer proficiency, including Visio, PowerPoint, and MS Office.
- Excellent report writing ability, with experience preparing corporate reports, business cases, briefing materials, and analytical documents.
- Strong relationship-building and influence skills across operational, corporate, and community stakeholders.
- Ability to manage projects using sound project management methods and practices.
- Comfort working independently while also collaborating closely with a team.
- Municipal law enforcement experience is considered an asset.
- Experience or knowledge in Animal Services, animal welfare, or a related field is an asset.
- A proactive mindset with a willingness to challenge current approaches and drive improvement.
