Role Overview

This procurement position is based in Dubai, with the broader role scope also referencing Riyadh, London, Germany, and Beijing. It requires substantial local procurement experience and hands-on capability in procurement development and execution. The successful candidate will work closely with International Development Management, Business Development, and Asset Management teams, and will report to the Group Director of the International Procurement Department. The main purpose of the role is to manage and support procurement across strategy design, supplier development, tendering, bidding, and execution for new pipeline and renovation projects within the logistics and industrial sector, while maintaining compliance with internal policies and target costs.

Key Responsibilities

• Create and roll out procurement plans for development projects in the logistics and industrial space across the Middle East, Europe, and Asia, ensuring alignment with commercial goals, budget expectations, and quality requirements.
• Work with cross-functional stakeholders to identify procurement needs, map timelines, and keep purchasing activities in sync with project milestones.
• Make sure all purchasing activities follow applicable local laws, company procedures, and recognized international procurement standards.
• Build and maintain a supplier database for the Middle East, Europe, and Asia, with a focus on vendors supplying construction materials, equipment, and related services.
• Support vendor relationship management, negotiate long-term agreements, improve commercial terms, and resolve supplier issues promptly.
• Manage the end-to-end procurement process, including preparing tender documents, publishing tenders, evaluating bids, negotiating terms, awarding contracts, and placing orders.
• Support internal teams with procurement requirements and coordinate across departments to ensure needs are correctly captured and fulfilled.
• Run tender and bidding activities in line with the procurement plan, ensuring openness, fairness, and efficiency throughout the process.

Requirements

• Formal qualification in procurement, supply chain management, logistics, or a similar discipline.
• At least 5 years of relevant procurement experience in industrial or logistics projects, preferably in the real estate sector, with exposure to the Middle East, Europe, or Asia.
• Good understanding of regional procurement markets, cost benchmarks, local regulations, authority-related charges, and legal compliance requirements.
• Proven ability to shape procurement strategies, develop vendors, and manage tendering and bidding, including at least 3 complete project procurement cycles in the logistics and industrial sector.
• Well-established vendor and supplier network across the Middle East, Europe, or Asia.
• Experience using ERP systems for procurement work, along with familiarity with procurement tools and software.
• Strong people skills and solid written and spoken English communication, with confidence in negotiation.
• Knowledge of Chinese, Arabic, or German is considered an advantage depending on the region.
• Self-driven, accountable, culturally aware, resilient, adaptable, and capable of leading procurement initiatives while working effectively as part of a team.
• Exposure to international logistics real estate procurement is a plus.
