About the Role
This position is responsible for steering the daily engineering operations and performance of Jeddah’s transport infrastructure assets across all modes. The focus is on keeping the network dependable, safe, and available through strong maintenance leadership, infrastructure monitoring, design review oversight, contractor control, and readiness planning for emergencies or service disruptions.
The role also provides specialist engineering input on infrastructure designs, changes, and upgrades so that assets remain operable, easy to maintain, and effective over their full lifecycle. In addition, the position turns operational and engineering performance data into practical actions that support passenger experience, extend asset life, and maintain compliance with applicable local, national, and international engineering and safety requirements.
Responsibilities
- Set up, coordinate, and supervise preventive and corrective maintenance across all transport infrastructure assets and modes to preserve performance and reduce interruptions to service.
- Conduct engineering design reviews for land and maritime transport projects, including new builds, modifications, and upgrades before handover, with attention to operability, maintainability, reliability, operational safety, lifecycle cost, and alignment with asset management goals.
- Contribute formal operations and maintenance input at every design phase for land and maritime projects—concept, preliminary, detailed, and final design—so O&M access, redundancy, spare parts planning, and whole-life cost factors are built in early.
- Examine and approve engineering change requests, technical deviations, and modification proposals affecting live infrastructure, ensuring continuity of operations, safety, and code compliance.
- Oversee operational readiness, commissioning support, and emergency/contingency response planning to enable fast recovery from incidents, failures, or disruptive events while keeping transport services running.
- Coordinate maintenance and engineering work schedules with transport operations and service plans, working with operators and stakeholders to limit passenger inconvenience and protect the travel experience.
- Manage external consultants, maintenance contractors, design reviewers, and specialist suppliers to ensure they meet contract terms, service levels, KPIs, technical requirements, engineering standards, and safety rules.
- Create, update, and enforce engineering standards, technical specifications, design manuals, and O&M procedures for all infrastructure asset types to support consistency, interoperability, and compliance.
- Maintain compliance with local, national, and international infrastructure, engineering, safety, environmental, and quality standards, including Saudi Building Code, ISO requirements, and relevant transport-sector rules, while ensuring inspection programs, audit schedules, and corrective actions are tracked through completion.
- Keep accurate records of maintenance history, engineering documentation, defect logs, design baselines, and intervention records to support lifecycle planning, capital replacement forecasts, warranty control, and risk reduction.
Requirements
