Position Summary
PhoenixTeam is seeking an experienced Talent Acquisition Specialist to join our fully remote team. This role focuses on managing the complete recruitment lifecycle for technology positions within federal government and commercial contract roles. You will partner with hiring managers to identify and secure top-tier candidates who meet both technical and compliance requirements.
Key Responsibilities
- Oversee the entire recruitment process, from initial job requisition to offer acceptance and onboarding coordination.
- Collaborate with hiring managers to define role specifications, craft compelling job descriptions, and establish candidate assessment criteria.
- Maintain and grow a robust pipeline of qualified technology professionals for multiple open positions concurrently.
- Proactively identify and engage passive and active candidates for a variety of technical roles, including software engineers, cybersecurity analysts, cloud architects, data scientists, IT project managers, and system administrators.
- Utilize LinkedIn Recruiter, specialized job boards, professional networks, referrals, and advanced search techniques to find suitable talent.
- Develop and nurture talent communities and candidate pools for ongoing or anticipated technology hiring needs.
- Recruit for positions requiring security clearances (Secret, Top Secret, TS/SCI), understanding clearance processes and requirements.
- Ensure all federal contract hires comply with OFCCP guidelines, EEO regulations, and contract-specific labor category qualifications.
- Work with Program Managers and Contracts teams to interpret Statements of Work (SOW) and align labor categories.
- Maintain accurate records in the Applicant Tracking System (ATS) to support DCAA audit readiness and reporting.
- Support commercial client staffing needs with the same high standards as federal programs.
- Gain an understanding of client cultures and technical environments to tailor hiring strategies.
- Coordinate with account managers and business development teams to address new contract awards and workforce expansion.
- Conduct comprehensive phone screens, behavioral interviews, and technical assessments to evaluate candidate suitability and cultural alignment.
- Provide timely and transparent communication to candidates throughout the hiring process, ensuring a positive experience.
- Prepare candidates for interviews by briefing them on role expectations, team dynamics, and interview formats.
- Track and report on key recruitment metrics such as time-to-fill, source of hire, and offer acceptance rates.
- Identify and propose improvements to enhance recruiting efficiency and reduce hiring times.
- Ensure candidate records in the ATS are up-to-date and compliant at all stages.
Required Qualifications
- A minimum of 3 to 7 years of experience in full-cycle recruiting, with a strong emphasis on technology roles.
- Demonstrated experience recruiting for federal government contracts, including hiring cleared personnel.
- Solid understanding of technology roles, required skill sets, and the competitive landscape for tech talent.
- Proficiency with applicant tracking systems (e.g., iCIMS, Taleo, Greenhouse, Lever).
- Proven ability to manage 15-25+ job requisitions simultaneously in a fast-paced setting.
- Knowledge of OFCCP compliance, EEO regulations, and federal contracting labor standards.
- Excellent communication, negotiation, and interpersonal skills.
- Capacity to work independently and make sound judgments in a remote work environment.
Preferred Qualifications
- Experience recruiting for DoD, IC, or civilian federal agency contracts.
- Familiarity with security clearance levels and the adjudication process.
- Experience with specialized recruiting platforms like ClearanceJobs or Dice.
- Working knowledge of DCAA compliance related to hiring and record-keeping.
- A Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent practical experience.
- Relevant professional certifications (e.g., PHR, SPHR, SHRM-CP, LinkedIn Recruiter).
Compensation & Benefits
The annual salary for this position ranges from $70,000 to $90,000, based on experience and qualifications. Work Environment
