Role Overview

This position offers a unique opportunity to influence how Singapore attracts and cultivates top-tier technology talent for public service. You will play a crucial role in assembling teams that develop digital solutions impacting millions, while also positioning GovTech as a premier destination for technology professionals dedicated to Singapore's digital future. GovTech is seeking a seasoned and strategic Talent Acquisition Team Lead to spearhead our recruitment initiatives and build high-performing teams capable of transforming Singapore's digital government. This role requires a blend of hands-on recruitment expertise and team leadership, enabling you to execute complex hiring strategies for advanced technology roles and enhance the capabilities of our talent acquisition team.

Key Responsibilities

  • Lead and mentor a team of talent acquisition specialists focused on attracting top technology and digital talent to the public sector.
  • Provide guidance on recruiting for specialized roles including software engineers, data scientists, cybersecurity experts, product managers, and digital service designers.
  • Establish clear performance metrics aligned with GovTech's growth objectives and conduct development discussions to build recruitment expertise in government technology hiring.
  • Partner with GovTech leadership and product teams to understand the digital transformation roadmap and translate technology initiatives into comprehensive talent acquisition strategies.
  • Develop workforce plans for critical technology capabilities, anticipate skills gaps in emerging areas, and create proactive sourcing strategies for niche technical roles.
  • Oversee the full recruitment lifecycle for senior technology leaders, technical, and corporate roles, from initial briefing to successful onboarding.
  • Manage relationships with hiring managers across diverse technology domains, ensuring candidates understand the opportunity to build technology serving millions of Singaporeans.
  • Lead complex searches for roles requiring both technical excellence and a passion for public service.
  • Champion GovTech's employer brand in Singapore's competitive technology talent market, emphasizing meaningful work, cutting-edge technology, and societal impact.
  • Develop innovative approaches to attract private sector technology talent to government service, highlighting career growth and nation-scale digital challenges.
  • Drive continuous improvement of recruitment processes tailored to government hiring requirements, ensuring efficiency and candidate quality.
  • Implement data-driven approaches to measure recruitment effectiveness against hiring targets.
  • Champion the adoption of recruitment technologies compliant with government standards.

What We Are Looking For

  • A minimum of 8 years of experience in talent acquisition, with at least 2 years in a team leadership capacity.
  • A proven history of successfully recruiting across various functions and seniority levels.
  • Experience in technical recruiting, preferably within a matrixed organization.
  • Demonstrated ability to lead, motivate, and develop high-performing teams, with strong coaching and performance management skills.
  • Excellent communication and interpersonal skills, with the ability to influence stakeholders at all organizational levels.
  • Proficiency with applicant tracking systems, recruitment databases, and sourcing tools.
  • A solid understanding of employment legislation and best practice recruitment processes.
  • Experience with data analysis and reporting to derive recruitment insights.
  • Strategic thinking capabilities to address talent acquisition challenges and devise innovative solutions.
  • Strong business acumen, understanding how recruitment supports organizational objectives.
  • Experience in workforce planning and talent pipeline development.

Additional Information

This role is based in Singapore and requires an onsite presence.
