Job description
Role overview
This position reports to the Manager, Deputy Manager, or Assistant Manager and is focused on subcontract administration, coordination, compliance, and process improvement. The role supports the organization in building and maintaining a dependable subcontractor network while ensuring work is carried out in line with internal policies, SOPs, work instructions, and quality procedures.
Key responsibilities
- Follow company policies and maintain strict adherence to all applicable SOPs, work instructions, and quality standards.
- Identify opportunities to refine current processes and implement practical improvements.
- Build and maintain a reliable pool of subcontractors to support workforce needs.
- Handle the screening and onboarding/registration of new subcontractors.
- Support and apply the subcontractor banding system.
- Coordinate closely with internal teams and subcontractors to keep work aligned.
- Assess manpower loading needs and plan subcontractor workloads together with the Production Department.
- Make sure subcontract tender submissions are supported with complete and accurate information.
- Prepare commercial bid evaluations and negotiate with subcontractors when needed.
- Ensure subcontracting activities are properly coordinated for assigned projects.
- Check invoices against work orders, progress claim certificates, and work completion reports.
- Review and finalize settlement claims once subcontract work is completed.
- Manage subcontractors based on sponsorship or support classifications.
- Evaluate dependency ratios and the adequacy of project values.
- Ensure subcontractors recruit foreign workers responsibly according to guidelines and monitor recruitment progress.
- Track the employment activities of local workers.
- Monitor the yard’s responsibilities under the Marine Sponsorship Scheme for Resident Contractors, including timely salary and levy payments, CPF contributions, and acceptable accommodation for work permit holders.
- Conduct regular worker interviews to gather feedback.
- Carry out periodic interviews remotely or at approved locations such as work sites and dormitories.
- Review findings from dormitory inspections.
- Process documents related to work commencement and payment claims, including job cards and work orders.
- Issue commendation or warning letters to contractors based on performance and compliance levels.
- Prepare reports and presentations for management review when required.
- Take on other duties as assigned by the immediate supervisor.
Requirements
- A degree in Engineering is required.
- You should be comfortable working in a fast-moving environment.
- Strong organization and problem-solving abilities are needed.
- Good communication and interpersonal skills are important.
- You must be able to work both independently and as part of a team.
Location
The role is based at Seatrium (SG) Pte. Ltd., Tuas Yard, Pioneer Sector 1, Singapore 628437. Islandwide transport is provided.
Working hours
Monday to Thursday: 8:00am to 5:15pm
Friday: 8:00am to 4:30pm
