Job overview
Esnad Contracting is seeking a Subcontract Administration Specialist to manage subcontractor interim payment certificates from the point they are received through to final posting. The role focuses on ensuring every certificate is fully reconciled, priced correctly against the contract, and processed with the right treatment for retention, advance recovery, deductions, taxes, and bonds.
Key responsibilities
- Review and process subcontractor interim payment certificates for active contracts and approved variation orders.
- Carry out a complete reconciliation against the contract terms, engineer certification, retention, advance recovery, and back-charges.
- Compute retention and advance recovery based on the agreed contractual percentages and monitor the outstanding balances.
- Apply recorded back-charges, value added tax, and withholding tax to each certificate as required.
- Monitor advance payment, performance, and retention bonds, and flag upcoming expiry dates in advance.
- Enter approved payment certificates into the ERP as vendor bills.
- Follow up retention release actions tied to partial completion, final completion, and defects-liability milestones.
Qualifications and experience
The position calls for a bachelor's degree in Accounting, Finance, Quantity Surveying, or Civil Engineering with a commercial orientation. Candidates should have three to five years of experience in subcontract administration or project cost control in construction or contracting. A solid grasp of interim payment certificates, retention, back-to-back terms, and bank guarantees is essential. Prior use of NetSuite or another similar ERP system is preferred. The role also requires fluency in both Arabic and English.
