Role overview
Vopak is looking for a Senior Procurement Executive in Singapore to take ownership of procurement and contracting activities for growth-related projects valued below EUR 5 million. The role focuses on shaping contracting plans, running tender processes, and leading negotiations with contractors. You will also support Opex contract renewals and oversee the execution of capex tenders in line with the management team’s agreed approach.
What you will do
In this position, you will carry out a range of commercial and procurement analyses, including contract, category, and process reviews. You will work closely with stakeholders to align priorities and turn them into an effective terminal procurement plan. The role also requires coordinating procurement activities across the purchase-to-pay cycle, supplier management, tendering, budget planning, and continuous improvement.
Contracting and supplier management
- Develop a contracting approach that fits the project scope, overall project plan, and contractor market conditions, and contribute at an early stage when the investment proposal is being prepared.
- Handle contractor pre-qualification and coordinate contract set-up, including scope changes and schedule issues, together with the Project Manager.
- Manage the tendering and contracting process through to contract award, including organizing division or global tender boards in line with the global tender procedure.
- Run pre-qualification activities for assigned tenders and maintain the list of approved vendors and contractors.
- Coordinate and lead site visits for contractors when required for growth projects.
Contract administration and purchase-to-pay
- Ensure procurement contracts are implemented properly and followed up after award.
- Keep contracts visible and accessible, and make sure they are used effectively across the business.
- Manage supplier agreements according to procurement policies and compliance requirements.
- Review contract performance and recommend improvements, including whether contracts should be modified or ended, in consultation with stakeholders.
- Work with the Project Manager to negotiate variation orders for growth projects.
- Carry out or oversee the relevant steps in the purchase-to-pay process, including request, approval, ordering, expediting, and receipt, while using the ERP system effectively.
Tendering, strategy, and budget
- For purchases above SGD 40K without a framework agreement, lead a structured supplier selection process covering internal and market analysis, criteria setting, RFI/RFP preparation and evaluation, clarification sessions, and bidder communication.
- Build and execute project and category strategies based on the procurement plan, using internal and external analysis to secure best value in cost, efficiency, and risk.
- Execute the annual terminal procurement plan and budget allocation.
- Perform spend, contract, category, and process analyses, then translate findings into initiatives for the yearly procurement plan and budget cycle.
- Align the plan with stakeholders and oversee its execution.
- Continuously review S&P policies, standards, and systems, and suggest improvements to the purchase-to-pay process.
- Measure process performance against global and local KPIs such as P2P, savings, contractor safety, and related metrics, then propose actions to improve results.
