Role Overview
BME Strategies is hiring a Senior Business Development Manager to broaden the firm’s reach beyond Massachusetts and strengthen relationships with public agencies across the United States. This role is designed for a highly organized, strategic professional who can help guide growth by spotting opportunities, managing proposal responses, and building scalable business development systems in a mission-driven, team-oriented setting. The position is part of BME’s Senior Consultant title structure.
What You Will Do
- Monitor opportunities across multiple states and municipalities through tools such as BidPrime and relevant state or local procurement portals.
- Oversee the full capture process, including research, opportunity screening, partner coordination, and development of a winning pursuit strategy.
- Act as the primary proposal manager for multiple RFPs and RFQs, keeping internal and external contributors aligned.
- Maintain the proposal timeline and ensure submissions are accurate, complete, and delivered on time.
- Write or refine both technical and non-technical proposal content, such as capability statements, staffing plans, past performance sections, and cover letters.
- Create and improve internal templates, tools, and tracking systems that make the BD pipeline more efficient and scalable.
- Lead knowledge management activities by organizing prior submissions and preserving reusable boilerplate material.
- Help staff and consultants understand business development workflows and contribute effectively to proposal work.
- Work with partners, subcontractors, and subject-matter experts to gather, review, and validate proposal content.
- Partner with leadership to identify priority markets and agencies for strategic expansion.
Experience and Qualifications
- At least 6 years of relevant experience in business development and/or proposal management is required, including 4+ years in public health, consulting, or state/local government contracting.
- A master’s degree in Public Health or a closely related discipline is required.
- Prior people management experience is preferred.
- At least 5 years of client-facing experience is expected, including 2+ years in project leadership roles.
- You should be able to work both independently and collaboratively in a fast-moving consulting environment.
- Proven success handling proposals for state, municipal, or public health agencies is required.
- Strong organizational, communication, and writing/editing abilities are essential.
- Comfort using Microsoft Office, Google Workspace, and proposal collaboration platforms such as SharePoint and Smartsheet is needed.
- Excellent relationship-building skills and a service-oriented mindset are important.
- Alignment with BME Strategies’ shared values is expected.
Work Setup
This is a full-time role performed from a home office anywhere within the United States. BME Strategies operates as a remote-first organization, and occasional travel to client locations, conferences, or meetings may be required.
Compensation and Benefits
- Total leave exceeds 6 weeks and includes vacation, sick time, personal leave, and floating holidays.

- The annual salary range for this position is $95,000 to $125,000, plus an annual bonus based on individual and company performance.
Hiring Notes
New hires are generally brought in between the minimum of the salary range and the midpoint, depending on internal pay equity and the budget for the role. Starting salary offers are not negotiable.
