Job description
Job Purpose
HanmiGlobal is looking to hire an accomplished Senior Commercial Manager to support its program management and PMCM operations in Saudi Arabia. The position will be responsible for shaping and running the commercial governance model and contract oversight across a major Riyadh land and infrastructure development program delivered for a large government client.
This role carries program-level responsibility for leadership, coordination, governance, and thorough commercial supervision of all contract administration activities. The successful candidate will ensure change control, payment administration, claims handling, and commercial risk management are properly embedded, financially compliant, and aligned with the Client’s strategic priorities while contributing to the successful execution of the wider development program.
The role reports to the Program Director.
Key Responsibilities
- Create, implement, and continuously refine the program-wide commercial management structure, covering procedures, governance arrangements, reporting needs, and contractual standards.
- Manage contract administration across all work packages while ensuring alignment with contract terms, commercial commitments, procurement approach, and relevant regulations.
- Advise PMCM leadership and the Client on commercial and contractual matters to support sound decisions at every stage of delivery.
- Direct the commercial review of variations, compensation events, design alterations, scope adjustments, and contractual claims.
- Assess entitlement, valuation, and the commercial consequences of proposed changes, with a strong focus on change control and claims prevention.
- Work with legal advisers as needed on disputes, and keep complete records of claims and related commercial matters.
- Track commercial risks, partner with the Risk Manager on mitigation actions, and help safeguard program objectives.
- Supervise payment certification, commercial performance tracking, cost commitments, valuations, forecasts, and financial exposure across all packages.
- Produce commercial updates, executive dashboards, management presentations, and strategic recommendations for PMCM leadership and the Client.
- Chair commercial review sessions, workshops, and stakeholder coordination meetings to ensure consistent governance and reporting.
Requirements
Candidates should bring the following qualifications and experience:
- A bachelor’s degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or another relevant field.
- Chartered professional status or an equivalent recognized accreditation.
- At least 15 years of professional experience in commercial management, contract administration, claims handling, infrastructure delivery, urban development, or major capital projects.
- Background in PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side environments, ideally with exposure to large-scale land development and infrastructure projects in Saudi Arabia or the GCC.
