Job description

Job Purpose

The Security Operations Officer will support the Regulated Plant Security Operation function by liaising with Enterprise Functions and external Security Stakeholders on all security operation activities that could impact security and plant operations. This role involves identifying support operation activities crucial for plant security, ensuring adequate staffing, and providing necessary support. The officer will mentor contractor guard force members, ensuring their presence at required posts to prevent radiological sabotage, theft, diversion, or proliferation of special nuclear materials. Additionally, the role is responsible for protecting Enterprise staff, contractors, sub-contractors, visitors, sensitive information, and assets through the implementation of Physical Protection Plans.

Key Activities, Responsibilities & Accountability

Primary Responsibilities:

  • Facilitate the implementation of Operations Security processes, procedures, and policies to ensure effective functioning and adherence to the Physical Protection Plan.
  • Assist the Contract Security Guard Force in maintaining high compliance with access control and security patrol procedures.
  • Support efficient access control processes at all entry points.
  • Aid in establishing effective patrol schedules to enhance the protection of sensitive areas and vital equipment.
  • Monitor the effective utilization of access control search equipment.
  • Oversee surveillance and observation of unusual activities by individuals or vehicles in security-controlled zones.
  • Guarantee that all security equipment is consistently operational.
  • Uphold strict confidentiality and security of all Plant Security Operations information and documentation.
  • Direct and assist Alarm Station Operations with alarm response and compensatory postings as needed.
  • Complete and maintain all necessary qualifications to meet regulatory requirements.

Program Development Responsibilities:

  • Contribute to and review security operation activities essential for the safe operation of Barakah NPP.
  • Provide input and support for security operations, including fuel transportation and all outage phases.
  • Promote a culture of compliance, risk mitigation, and accountability for all Operations Security activities.
  • Identify opportunities to enhance the efficiency of Operations Security processes and procedures.
  • Mentor contracted guard force members.
  • Review security operation-related reports and schedules, taking necessary actions for effectiveness and reporting to the Plant Security Operation Team Leader.
  • Conduct assessments related to plant security operation activities.
  • Develop and adhere to schedules for security operations, Alarm Station, and outage-related activities, generating reports as required.
  • Assist in managing condition reports and corrective actions pertaining to Operation Security activities.

Additional Responsibilities:

  • Communicate all Security Operation activities to ensure sufficient staffing for service continuity.
  • Supervise and manage logistical and budgetary aspects of Plant Security Operations activities.
  • Support the Plant Security Operation Team Leader through meeting participation, including agenda planning, minute-taking, and action item follow-up for all security operation-related activities.
  • Assist Shift Team Leaders in the Security Operation department to ensure guard force availability at all security posts, adhering to regulatory requirements.
  • Foster information sharing and collaborative working relationships across Security teams.
  • Contribute to the development of the Division’s systems, processes, and procedures, and implement Departmental systems and processes.
  • Identify potential areas for improvement to ensure efficient, effective, safe, and risk-free operations, aligning with corporate and regulatory standards.
  • Promote and support a culture of compliance, risk avoidance/mitigation, and corporate accountability throughout the organization.
  • Collaborate with internal/external auditors and technical subject matter experts to meet audit requirements and ensure compliance.
  • Identify and implement opportunities for efficiency improvements in plant security operations to achieve program objectives.
  • Support the plant security operation department in meeting regulations, nuclear industry best practices, and Nawah standards.
  • Ensure adherence to Nawah filing and records retention policies and procedures.
  • Identify opportunities to enhance plant security operational activities.
