About the Role
Scientific Research Corporation is seeking a dedicated Safety Professional to serve as a Construction Safety and Health Officer (CSHO) in Kampala, Uganda. This role is crucial for providing expert advice and guidance on construction project site safety and health, covering all phases from site development to interior finishing. The CSHO will ensure strict adherence to U.S. Department of State and local host country construction safety regulations by contractors and subcontractors. The project duration is 24 months with potential for follow-on work within the DoS program.
Responsibilities
- Conducting thorough inspections and assessments of contractor safety programs to ensure compliance with OBO safety and health requirements.
- Providing expert advice to the OBO/Project Director on developing and managing Injury/Illness Prevention Programs.
- Coordinating the participation of OBO, the General Contractor, and Post in safety programs and developing/modifying safety policies.
- Performing regular safety inspections of facilities, worksites, equipment, and work practices to identify and report potential hazards, recommending corrective actions and potentially halting work if imminent dangers are found.
- Monitoring contractor compliance with safety and health contract provisions through daily on-site evaluations.
- Ensuring designated competent persons conduct sanitation and health inspections of food service, restrooms, and changing areas.
- Implementing procedures to eliminate or control hazardous conditions and advising on accident prevention strategies.
- Verifying the effectiveness of emergency evacuation plans through testing and evaluation.
- Preparing comprehensive monthly, quarterly, and annual reports and maintaining accurate documentation for OSHA record-keeping.
- Reviewing contractor safety programs and conducting site inspections as necessary.
- Investigating serious accidents and incidents to determine causes and implement preventative measures.
- Serving as a key safety resource for OBO, assisting in compliance with safety standards.
- Providing consultation and technical assistance on workplace safety and security, including developing OBO-specific safety manuals and advising on record-keeping.
- Establishing safety standards and developing controls to minimize hazards and ensure consistency with safety policy.
Requirements
- An Associate degree or higher is required.
- A minimum of seven years of experience on construction projects of similar scope and value is necessary.
- Experience gained in design offices will not count towards the required experience.
- Overseas experience is highly preferred.
- Proficiency in international codes is essential.
- Demonstrated experience in assessing and responding to Requests for Information (RFI).
- Experience reviewing and evaluating engineering design calculations and data.
- Strong knowledge of construction safety regulations, including EM 385-1-1 and OSHA standards.
- Proficiency in Microsoft Suite applications such as PowerPoint, Excel, and Word.
Additional Information
- Desired skills include experience with NOX, SPX, UTIL, CACs, PKG, EOB renovations, and perimeter wall and site work.
- This position requires U.S. Citizenship and a U.S. Government security clearance at the Secret level with Top Secret eligibility due to SRC's role as a U.S. Government contractor.
- Travel is required for this position.
