Job description
Position Overview
This role is for a Safety Officer placed at a site-based location in Sambhajinagar (Aurangabad, Maharashtra). The position sits within Site Operations and reports to the Site In-charge or Senior Site Engineer. It is a full-time, on-site role that requires the person to remain present at the project from the start of the day until shutdown each working day.
About the Company
Utkrusshta Infracon Private Limited is an engineering contracting company known for delivering quality construction and project execution. Its work spans medium and large industrial, commercial, and institutional buildings, bungalow and farmhouse projects with interiors and landscaping, infrastructure works such as plot development and roads, as well as heavy fabrication, erection, and retrofitting assignments for strengthening and renewing existing industrial, commercial, and infrastructure structures. The company operates on a turnkey basis across Pune and Maharashtra.
Role Summary
The Safety Officer is the sole owner of health, safety, and environment (HSE) activities at the site. For industrial projects, safety compliance is mandatory, and this role is responsible for ensuring that all work is carried out safely, all legal and client requirements are met, and the site remains prepared for review by the client, PMC, or any statutory authority. This is a practical, floor-level position that involves continuous presence on the worksite, combining field inspection, training, enforcement, and documentation.
Key Responsibilities
- Build and update the site HSE plan at project launch, and revise it whenever the scope of work, construction method, or site conditions change.
- Create method statements and risk assessments for high-risk work such as excavation, work at height, confined spaces, hot work, heavy lifting, electrical tasks, and structural erection.
- Run the permit-to-work process for hazardous activities so that no risky job starts without an approved permit.
- Prepare all safety submissions needed by the client, PMC, or statutory bodies, including daily reports, weekly HSE updates, incident reports, and monthly safety statistics.
- Keep the site safety register current with inspections, audits, toolbox talks, training logs, incidents, and near misses.
- Carry out a complete safety inspection every morning before work begins, covering scaffolding, formwork, temporary power, equipment, PPE use, and housekeeping.
- Perform surprise checks during the day across all active work areas.
- Identify unsafe acts or conditions immediately, stop the activity if needed, and ensure corrective action is completed before work resumes.
- Check lifting gear, tools, and machinery regularly and confirm they are safe to use and properly certified where third-party approval is required.
- Keep the site orderly at all times by removing waste, ensuring materials are stacked safely, and maintaining clear access routes.
- Ensure the site follows all relevant safety laws and rules, including the BOCW Act, Factories Act where applicable, Employees' Compensation Act, and any HSE requirements set by the client or PMC.
- Maintain statutory registers, notices, and inspection records required under BOCW so they are always ready for inspection.
- Work with the Business Manager and Site In-charge to renew safety-related registrations, certifications, and statutory filings on time.
- Verify that third-party certifications for scaffolding, lifting equipment, pressure vessels, electrical installations, and other site-specific items remain valid.
- Conduct toolbox talks at the beginning of each shift to brief workers on the day’s high-risk activities, safety controls, and any newly identified hazards.
- Provide induction training to all new workers and subcontractor teams before they start work on site.
- Train workers on correct PPE use, safe work practices, and emergency response procedures.
- Maintain proper records of training sessions and toolbox talks, including date, topic, attendance, and signatures.
- Immediately report all incidents, accidents, near misses, and unsafe conditions to the Site In-charge on the same day, regardless of severity.
- Investigate incidents formally to determine root causes, contributing factors, and corrective actions, and document the findings in writing.
- Track and close corrective and preventive actions after incidents and share updates with the Site In-charge and the client or PMC as needed.
- Keep the accident register and first aid register up to date, and ensure first aid supplies are available and accessible.
- Act as the site-level point of contact for the client’s or PMC’s safety representative and attend all safety review meetings.
- Respond quickly to safety observations or non-conformances raised during review or inspection.
- Keep the site audit-ready at all times through proper documentation, signage, PPE compliance, and acceptable physical site conditions.
- Present safety performance data such as incidents, near misses, unsafe acts, and closure status of corrective actions during client or PMC meetings.
Skills and Competencies
The role requires strong hands-on knowledge of construction and industrial site safety, including hazard identification, risk assessment, safe work method statements, and permit-to-work systems. The candidate must understand the relevant laws, site safety documentation, PPE standards, signage requirements, and audit expectations. Comfort with MS Excel and Zoho Mail is essential for records, tracking, and coordination. The person should also be firm, proactive, clear in communication, comfortable under inspection pressure, disciplined in following processes, and dependable in reporting issues accurately.
Qualifications and Requirements
- Education: Diploma in Civil or Mechanical Engineering with ADIS or PDIS certification.
- Preferred education: B.E. or B.Tech in Civil or Mechanical Engineering with ADIS or PDIS certification.
- Experience: 5 to 7 years working as a Safety Officer on construction or industrial project sites.
- Prior exposure to industrial projects with PMC or client safety oversight is strongly preferred.
- Working knowledge of MS Excel is required.
- Working knowledge of Zoho Mail is required.
- Full-time site presence is mandatory.
- The candidate should be physically fit and comfortable moving around an active industrial construction site for inspections.
- A strong understanding of BOCW compliance and industrial safety documentation is necessary.
Additional Requirements
This role is not a paperwork-only assignment. The Safety Officer must be present in the field, actively observing work, correcting unsafe practices, training teams, and ensuring compliance throughout the day.
The position demands authority on site, the ability to stop unsafe work when required, and the confidence to enforce safety standards regardless of seniority or pressure.
Accuracy and honesty in incident reporting are essential, including timely reporting of near misses and events that may reflect poorly on the site team.
The site must remain ready for client, PMC, and statutory inspections at all times, both in terms of records and physical conditions.
