Role Overview
The Safety Officer will support health, safety, and environmental management across project phases in Doha, Qatar. This position focuses on helping ensure that contractors and site teams follow approved HSE procedures, legal obligations, and company standards during design, execution, pre-commissioning, and commissioning activities.
Qualifications
Applicants should hold an HND, a university degree preferably in an engineering field, or an accredited HSE professional certificate. Membership in a recognized safety body at associate level is considered an advantage.
Experience and Technical Background
A strong background in occupational health and safety is required, ideally with experience in the oil, gas, and petrochemical sector. The role may also suit candidates with at least 2 years of exposure to large-scale EPIC oil and gas construction projects, including both greenfield and brownfield work. Sound familiarity with safe work practices, ISO 45001:2018, environmental management standards, and incident investigation tools such as TapRoot, SafetyCulture, EasyRCA, or Tripod Beta is expected. Strong computer literacy is also needed, particularly in MS Word, Excel, Access, PowerPoint, and related applications. Experience within the GCC region is preferred.
Key Duties
The position involves providing HSE technical support to the organization and helping maintain a strong safety culture aligned with company values. The Safety Officer will identify and recommend risk controls based on hazard studies, review contractor submissions such as method statements, JSAs, and safety certifications, and flag non-compliance to the reporting line.
Day-to-day work includes monitoring site HSE programs, checking safe work practices, verifying contractor, subcontractor, and vendor compliance in the field, and carrying out daily site inspections. The role also requires ensuring that work activities follow approved risk assessments, JSAs, method statements, and the permit-to-work system.
Additional responsibilities include managing and supporting HSE implementation throughout the project lifecycle, coordinating with relevant teams to maintain compliance, contributing to project HSE performance monitoring, and helping implement HSE objectives, initiatives, procedures, and standards. The Safety Officer will also support environmental management system implementation, identify environmental non-compliance, and propose both immediate fixes and longer-term corrective actions.
Other duties include tracking legal and regulatory requirements, maintaining the project HSE risk register, reviewing contractor HSE plans and procedures, assessing HSE personnel CVs and competence prior to mobilization, investigating incidents and ensuring corrective and preventive actions are closed out, leading site safety meetings and awareness sessions, carrying out safety audits, preparing reports and trend analyses, and contributing to updates of HSE codes, specifications, standards, and philosophies.
