In this position, the Regional Planner is responsible for leading the planning discipline across a defined region. The role covers programme creation, tracking and reporting throughout both pre-construction and delivery stages. It also ensures planning outputs are consistent, accurate and compliant, while supporting regional leaders to achieve successful project completion. In addition, the role provides day-to-day leadership to the regional planning team and encourages better practice, new ideas and professional growth.
Health and safety
- Make sure all planning assumptions and decisions follow the company’s health and safety policies and procedures.
- Assess how health and safety requirements are built into project schedules and programmes.
Programme development and control
- Support regional leadership in evaluating programme risks during the prequalification stage, including bid/no-bid decisions.
- Lead the preparation of baseline contract programmes covering design, procurement, construction, commissioning and handover.
- Check target programmes and identify opportunities to improve them.
- Review subcontractor tender event programmes to confirm they are realistic and accurate.
- Maintain planning documentation within a Common Data Environment (CDE).
- Coordinate the creation of 4D models and/or 2D phasing plans to support delivery.
- Oversee the development of construction methods that clearly show sequence and safe working approaches.
- Review and sign off project preliminaries, including staffing, logistics and temporary works.
- Work with supply chain partners to verify inputs such as design deliverables, lead times, labour, plant and activity durations.
- Analyse programme risks and opportunities and recommend mitigation measures, including float and time-risk allowances.
Reporting, progress and as-built information
- Set up and review tracking schedules used to monitor subcontractor programmes.
- Gather and examine as-built programmes and identify where they differ from the original baseline.
- Ensure change requests include accurate assessments of programme impact.
- Define and manage the use of 4D/2D phasing information across projects.
- Consolidate and validate production rates to monitor live progress and feed lessons learned into pre-construction work.
- Lead peer reviews of planning outputs to protect consistency and quality throughout the region.
Leadership and management
- Lead the regional planning team and ensure planning documents, templates and outputs remain consistent.
- Provide programme performance and risk updates to regional directors on a weekly and monthly basis.
- Carry out performance and development reviews for planners and make sure training needs are addressed.
- Define planning deliverables and review outputs for both pre-construction and live projects.
- Independently assess programme status for all regional contracts during monthly review meetings.
- Set quality standards for planning deliverables across the region.
- Benchmark programme durations using subcontractor input, historical data and team consultation.
- Support directors with business improvement initiatives linked to planning and programme management.
Experience
Essential skills and experience
- Strong background in planning for complex construction projects, including direct involvement with clients, contractors and other stakeholders on live jobs.
- Good working knowledge of UK and EU construction law, especially contract management.
- Excellent leadership, communication and interpersonal abilities.
- Capability to coach, guide and manage planning teams.
- Strong IT capability and familiarity with planning and programme management software.
- Advanced understanding of industry best practice in planning, scheduling and project controls.
- Experience handling costs and resource requirements within project programmes.
Desirable skills and experience
- Exposure to 4D planning software and BIM integration.
- Background in setting or auditing regional planning standards across multiple projects.
- Evidence of ongoing professional development, such as advanced training, CPD events or professional membership.
- Knowledge of collaborative data environments (CDEs).
Qualifications
Essential
- A degree or diploma in Construction Management, Civil Engineering, Project Management or a similar field.
- Relevant professional experience may be accepted in place of formal qualifications.
- Certification or advanced training in planning and programme software such as ASTA Powerproject or Primavera P6.
Desirable
- Membership of, or eligibility to join, a professional body such as CIOB, ICE or APM.
- Advanced training in ASTA Powerproject, including progress analysis, S-curve reporting and cost/resource management.
- Training in BIM, Synchro and collaborative data platforms.
- Training in leadership, people management and presentation skills.
