Overview
The Maryland Transportation Authority is seeking a Real Estate Services Program Manager to oversee complex real estate and right-of-way work that supports transportation infrastructure and property management goals. This is an executive service role that serves at the pleasure of the appointing authority and is open to all qualified applicants. The recruitment is position-specific, meaning the eligible list created from this posting will be used only for this Maryland Transportation Authority vacancy.
The agency owns, operates, and maintains eight major toll facilities across Maryland, including four bridges, two tunnels, and two turnpikes. The organization emphasizes safe, secure, and convenient transportation services, with a strong focus on customer service and operational excellence.
What the role involves
This position leads real estate program administration, property acquisitions, negotiations, lease and contract management, regulatory compliance, and coordination with internal and external stakeholders. The role also supports project delivery, operational leadership, and the organization’s real estate-related planning and records practices.
Key duties
- Oversee right-of-way acquisition, property management, lease administration, and real estate negotiations.
- Handle negotiations for easements, land purchases, permits, airspace leases, and settlement agreements.
- Examine land titles, deeds, plats, and ownership records to support real estate decisions.
- Coordinate appraisal, title, demolition, and consultant services tied to real estate projects.
- Draft and review agreements, contracts, permits, licenses, and related legal documentation.
- Administer surplus property inventory, airspace rental initiatives, and resource-sharing arrangements.
- Support GIS integration with right-of-way data and property mapping work.
- Create and improve policies, procedures, and records retention practices for real estate services.
- Work with engineers, surveyors, attorneys, public agencies, consultants, and other partners.
- Perform internal audits and help ensure compliance with state, federal, and local requirements.
- Provide coaching, training, and technical support to staff and outside stakeholders.
- Manage schedules, deliverables, meetings, and communications connected to real estate projects.
Reporting and work arrangement
The selected candidate will report to the Deputy Director of Planning and Program Development. The current opening is based in Baltimore County, Maryland, and hybrid telework may be available.
Compensation and benefits
MDTA offers a benefits package that includes at least 11 paid holidays, a minimum of 27 days of annual leave combined across personal, vacation, and sick leave, access to the State Pension System, deferred compensation options, and strong health, dental, and vision coverage. Leave may be prorated depending on the start date.
Preferred qualifications
Candidates should have a high school diploma or high school equivalency certificate, along with six years of administrative staff or professional experience. At least two of those years must include supervision of employees, and at least three years must involve real property acquisition and disposal, right-of-way work, lease administration, property management, and/or real estate contract management.

Substitution options
- 30 college credit hours from an accredited institution may replace one year of required experience, up to four years.
- A bachelor’s degree from an accredited college or university plus two years of administrative staff or professional experience may replace the required experience.
- A master’s degree from an accredited college or university plus one year of administrative staff or professional experience may replace the required experience.
- Relevant U.S. Armed Forces experience involving rules, regulations, policies, procedures, processes, unit coordination, or staff assistance to a senior officer may be accepted on a year-for-year basis.
License requirement
This job requires operating a motor vehicle. Applicants must hold a valid Maryland motor vehicle operator’s license and provide the license number and expiration date in the application.
