Overview

We are looking to recruit a seasoned Project Procurement Manager to lead and manage procurement activities specifically for construction projects. The role involves formulating procurement strategies, ensuring timely sourcing of materials and subcontractor services, optimizing expenditures, and collaborating closely with various project teams to guarantee effective project delivery.

Key Responsibilities

  • Formulate and execute procurement strategies that align with project timelines and budget constraints.
  • Manage the entire procurement cycle including sourcing, tendering, evaluating bids, negotiating, and awarding contracts.
  • Collaborate with engineering, commercial, planning, and project teams to determine procurement needs and priorities.
  • Analyze project documents such as drawings, specifications, bills of quantities, and procurement schedules to assure accurate buying processes.
  • Supervise procurement of construction materials, machinery, and subcontract packages.
  • Negotiate prices, commercial terms, and delivery timings to maximize value and achieve cost reduction.
  • Oversee supplier and subcontractor performance to maintain quality, compliance, and timely deliveries.
  • Identify procurement-related risks and develop mitigation plans to prevent project setbacks.
  • Ensure all procurement activities comply with internal policies, contract terms, and project requirements.
  • Generate procurement reports, forecasts, and KPI dashboards for leadership review.
  • Establish and nurture strong relationships with suppliers, manufacturers, and subcontractors.
  • Guide and mentor the procurement team, fostering continuous improvement and best practice adoption.

Requirements

  • Bachelor's degree in Civil Engineering.
  • 10 to 15 years of procurement experience in the construction sector.
  • Minimum of 5 years managing procurement for substantial construction or infrastructure projects.
  • Deep knowledge of construction materials, subcontracting processes, procurement scheduling, and supply chain management.
  • Outstanding negotiation, commercial, and contract oversight capabilities.
  • Proficient with ERP platforms such as Oracle, SAP, or counterparts.
  • Robust leadership, analytical thinking, and stakeholder engagement skills.

Preferred Qualifications

  • Experience in large commercial, residential, industrial, or infrastructure projects.
  • Familiarity with KSA or GCC construction markets.
  • Professional certifications like CIPS, PMP, or similar are advantageous.
