Job description

About the Team

The Market Risk Management (MRM) team works on identifying and reducing risks that sit between global safety frameworks and the political, regulatory, and cultural realities of local markets. Using market-level insights, local expertise, and cross-functional input, the team builds tailored approaches to strengthen Trust & Safety, protect users, and keep global safety standards effective across different regions.

Role Overview

As a Program Manager on the Market Risk Management team, you will help ensure that policies, programs, and systems work together to protect users and reduce abuse across TikTok’s features in Japan and the wider APAC region. You will bring market-specific expertise to improve safety, shape strategic direction, and strengthen trust both inside and outside the Trust & Safety organization. The role involves starting and leading projects, driving operational change, recommending policy updates, and building new processes while partnering with public policy, legal, communications, product, operations, and policy teams to deliver outcomes.

Key Work Areas

  • Create internal reporting on public sentiment and identified risks to support mitigation work, surface trends, and help teams build solutions that reduce the effect of emerging risks across business areas.
  • Design risk-prevention strategies and processes for the Japan market on TikTok, with emphasis on issues such as youth safety, hate, and cyberbullying.
  • Partner closely with stakeholders inside and outside Trust & Safety, including Content Policy, Product Management, Data Analytics, Operations, Public Policy, and Communications, to uncover and resolve product safety gaps while improving user well-being and feature strategy.
  • Lead initiatives across products and features such as video, LIVE, comments, follow/like, and accounts, combining qualitative and quantitative analysis to identify community risks and develop mitigations. This includes defining project scope, driving execution, and coordinating with cross-functional teams.

Trust & Safety Context

This role may involve frequent exposure to harmful content, including but not limited to bullying, hate speech, child safety concerns, self-harm and harm to others, and harm to animals. Work in this area can be emotionally demanding and psychologically taxing, and the company aims to support employee wellbeing through comprehensive, evidence-based programs and a person-centred approach.

About TikTok

TikTok is a leading short-form mobile video platform with a mission to inspire creativity and bring joy. Its global headquarters are in Los Angeles and Singapore, with offices in New York City, London, Dublin, Paris, Berlin, Dubai, Jakarta, Seoul, and Tokyo.

Why Join

The company emphasizes creativity, authentic self-expression, discovery, and connection through a diverse global team. It values curiosity, humility, resilience, and continuous iteration with an “Always Day 1” mindset, where challenges are treated as opportunities to learn, innovate, and create impact.

Diversity & Inclusion

The organization is committed to building an inclusive workplace where people are valued for their skills, experience, and perspectives, and to reflecting the diverse communities its platform serves.

Qualifications

The role requires strong familiarity with user-generated content platforms and the political, regulatory, and cultural environment of North East Asia. High-level Japanese speaking and writing ability is essential because the position supports Japanese-speaking markets. Candidates should also have a solid grasp of Trust & Safety challenges, along with program, project, or product management experience in a safety, risk control, or anti-spam setting. The job calls for strong time management, problem-solving, comfort with large data sets, and the ability to analyze and report using Excel tools such as pivot tables, formulas, and charts. SQL knowledge is a plus. The ideal person can thrive in a fast-paced environment, adapt quickly to daily challenges, and demonstrate resilience and self-care in a role with emotional demands. Preference is given to candidates with APAC regional expertise and at least 3 years of experience working in Trust & Safety and user-generated content platforms.

Additional Information

Content associated with this position can include everyday images, video, and text, as well as material related to bullying, hate speech, child safety, and harm to self, others, or animals. Candidates should be aware that the work may involve regular exposure to such content before joining.
