About the role
Napier City Council is seeking a seasoned Procurement Business Partner to guide and support a wide range of procurement work. You will be involved from the earliest planning stages through to tendering and contract delivery, helping Council teams run procurement in a compliant, efficient, and value-driven way.
Working closely with the Procurement Lead, you will also help drive consistent procurement practice across the organisation and contribute to stronger governance, better processes, and improved commercial results.
Key responsibilities
- Give hands-on procurement guidance across planning, sourcing, tendering, and contract management.
- Work in partnership with Portfolio Leads, Project Managers, and other Council teams to achieve effective procurement outcomes.
- Make sure procurement activities are managed properly, meet compliance requirements, and deliver good value.
- Spot procurement and contract risks and put sensible mitigation measures in place.
- Contribute to the ongoing improvement of procurement processes, methods, and organisational frameworks.
- Collaborate with the Procurement Lead and Contracts Lead to improve governance and commercial performance.
About you
You bring solid experience in procurement or commercial positions and understand the full procurement lifecycle well. You are comfortable advising stakeholders across different projects and services, and you have a strong grasp of procurement governance, frameworks, and risk control.
You should also be familiar with standard contract forms such as NZS3910 and tender documentation. Strong communication and organisation skills are important, along with the ability to build productive working relationships and work collaboratively across teams.

Employment details
This is a permanent, full-time position based in Napier. The role is 40 hours per week, Monday to Friday.
The salary package is between NZD 105,700 and NZD 124,300 per year, inclusive of KiwiSaver, with the final offer depending on your skills and experience.
