Job description

Role overview

This position is for an experienced professional who works with broad guidance and tackles complex issues that need careful analysis before being resolved. The role centers on shaping policy responses, preparing circulars and legal updates, drafting amendments to laws, and advising internal stakeholders on detailed and sensitive requests. It also includes tracking changes in laws and guidance, making sure updates are properly shared, and ensuring all legislative materials follow the authority’s templates and standards.

Legislative framework assessment

  • Study current tax treaties, laws, and guidance to spot opportunities to improve the authority’s legislative framework.
  • Assist in creating and carrying out action plans based on senior leadership feedback aimed at strengthening the existing tax legislative structure.
  • When required, engage taxpayers through discussion groups to gather input useful for drafting legislative documents.
  • Prepare and revise tax legislative documents so they remain aligned with internal standards, guidelines, and research findings, as well as feedback collected from within the organization.
  • Produce documents for Governor approval and ensure all comments are incorporated before final submission and sign-off.
  • Assess how changes in tax treaties, laws, and guidance affect the legislative framework and prepare a list of required amendments.
  • Draft proposals and recommendations that include the issue summary, objectives, and analysis outcomes while supporting the authority’s strategic goals and requirements.
  • Compile a list of relevant or useful research resources and submit it to the Director for approval.

Framework development and updates

  • Review legislative frameworks, identify the internal and external parties involved, and make sure all updates are communicated clearly.
  • Identify the policies, regulations, and guidelines that should be created or revised based on research and expert feedback.
  • Define the scope of work, research approach, timeline, and team structure for legislative studies, and set clear communication expectations to support data collection, discussions, and validation.
  • Facilitate workshops with legal, policy, and subject-matter specialists to gather input for legislative document development and seek clarification where needed.
  • Refresh guidelines and policy documents using research results and updated policies, and review business requirement documents to confirm compliance.

Implementation and communication

  • Release approved legislative documents through the official journal and share changes with concerned stakeholders through publications and press releases.
  • Ensure that newly developed or updated tax legislation is communicated effectively to relevant stakeholders and reviewed accordingly.
  • Prepare implementation guidance for tax laws, including tax rulings and interpretation bulletins, and define coordination standards for resolving tax law queries with related parties.
  • Lead the preparation of periodic reports covering the impact of new legislative documents, implementation challenges, lessons learned, and improvement actions.
  • Create technical tax presentations and training materials.

Operations and working style

  • Work in line with all applicable policies, procedures, and standard operating practices to ensure controlled and consistent delivery.
  • Support junior team members and help resolve escalated issues so work continues smoothly and efficiently.

Education and experience

A bachelor’s degree in Law, or an equivalent qualification, is required for this role.

The position calls for at least 4 years of relevant experience.
