Role overview
Hamad Bin Khalifa University is looking for a Performance Management Specialist to support the delivery of employee performance management and development processes across the organization.
What you will do
- Help run the annual performance cycle, covering objective setting, mid-year check-ins, year-end reviews, and calibration discussions so that ratings remain consistent and equitable.
- Arrange and monitor completion of probation reviews for new employees, making sure managers assess performance, development requirements, and readiness for confirmation.
- Make sure staff members understand performance policies, systems, and procedures through clear communication, guidance, and awareness sessions.
- Track the timely completion of appraisal and goal-setting activities across the organization and ensure all work follows agreed timelines and quality standards.
- Examine appraisal reports for accuracy, rating consistency, comment quality, and alignment with the competency framework.
- Partner with the Provost Office to gather complete Annual Faculty Performance Evaluation Reports at the end of each academic year.
- Collect and review performance data to spot trends, insights, and areas for improvement, then recommend suitable actions.
- Prepare management reports on performance management activities, results, and trends to support decision-making.
- Run employee satisfaction surveys related to performance management and create follow-up action plans based on the feedback received.
- Update and improve performance management policies, procedures, guidelines, and tools to strengthen efficiency, compliance, and alignment with organizational objectives and governance standards.
- Work with IT and HRIS teams to automate and refresh performance management systems, including probation and performance improvement plan modules, while maintaining data accuracy and system reliability.
- Keep performance management policies, forms, templates, and guidance documents current and easy to follow.
- Identify training and development needs arising from the annual appraisal process and coordinate with Talent Development to build targeted programs and annual training calendars.
- Explain the competency framework to employees and resolve questions about how it applies to performance expectations.
- Coordinate with EDSM teams to implement approved salary adjustments, bonuses, and other reward actions linked to performance outcomes in line with policy.
- Support HR focal points and business leaders in handling performance-related concerns and encouraging open dialogue about expectations.
- Manage and monitor Performance Improvement Plans, ensuring goals are specific, measurable, and time-bound.
- Track PIP progress, guide managers, and submit timely outcome reports to EDSM with risks, current status, and recommendations for further action.
- Serve as a trusted point of advice for employees and managers on performance policies, standards, best practices, and system navigation.
- Complete other reasonable duties assigned by the supervisor.
What we are looking for
- A bachelor’s degree in Human Resources, Business Administration, or another relevant discipline.
- 2 to 5 years of full-time relevant experience, ideally within higher education.
- Strong understanding of performance management models, including goal-setting methods, KPIs, and competency-based evaluation.
- Practical experience using performance management systems and HR databases.
- Working knowledge of HR policies and procedures, especially those linked to appraisal cycles and employee development.
- Strong analytical and problem-solving ability, including interpreting statistical information, reviewing performance reports, identifying patterns, and suggesting improvements.
- Excellent communication and relationship-building skills, with the confidence to guide managers through the full performance cycle.
- CIPD or another comparable HR certification is preferred.
- Strong report writing and editing skills, with the ability to communicate clearly in both written and spoken form; Arabic proficiency is an added advantage.
- Good command of MS Office tools and ERP systems.
