Role overview

This position focuses on strengthening the Executive Office’s operating model and governance setup. The goal is to clarify decision rights, define responsibilities, build authority frameworks, and establish practical operating procedures that improve accountability, coordination, and efficiency.

What you will do

  • Review the existing governance and operating setup to spot weaknesses in roles, authority, committees, reporting lines, and decision-making flow.
  • Build a target operating model, including the value chain, core functions, and how the Executive Office interacts operationally.
  • Create the proposed organizational structure and spell out responsibilities, accountability arrangements, and RACI matrices for relevant stakeholders.
  • Develop authority and delegation matrices, escalation routes, reporting schedules, and the overall governance structure.
  • Prepare procedure manuals, forms, and templates for meeting administration, decision tracking, referrals, follow-up actions, and closure.
  • Determine the skills and competencies needed for Executive Office staff and map them to the role requirements and deliverables.
  • Assist with benchmarking exercises and convert industry and sector best practices into workable solutions suited to the organization’s context.

Experience and expertise required

  • Demonstrated background in building Target Operating Models for government or regulatory organizations.
  • Hands-on experience creating governance and compliance frameworks that improve clarity in decisions, ownership, and follow-up.
  • Strong capability in developing authority matrices and segregation-of-duties policies in executive governance settings.
  • Advanced skill in drafting and documenting policies and procedures.
  • Solid understanding of organizational design, governance structures, and operational excellence methods.
  • Experience creating accountability models, reporting frameworks, and performance monitoring approaches.
  • Strong analytical thinking, problem-solving ability, and stakeholder coordination skills.
  • Ability to translate governance requirements into practical solutions aligned with organizational and regulatory needs.
