About the Role
SkillsFuture Singapore (SSG) is a national authority focused on helping people keep learning, build skills mastery, and grow meaningful careers in a rapidly evolving economy. The organisation works with employers, training providers, and individuals to strengthen Singapore’s lifelong learning ecosystem through initiatives, programmes, and funding support.
Within the Skills Intelligence and Planning Division, this role contributes to the shaping of skills policy, strategic planning, and jobs-skills analytics. The work supports the National Jobs-Skills Intelligence engine, with a strong emphasis on monitoring labour-market and skills trends, producing insights, and strengthening SSG’s role in the national skills landscape.
What You Will Do
This is an individual contributor position that supports the full lifecycle of jobs-skills policy and planning work. The role combines analysis, policy development, stakeholder engagement, and systems thinking to ensure that programmes and strategies remain relevant to industry needs and labour market realities.
Policy Development and Strategic Planning
You will help build and refine policies and plans for jobs and skills initiatives, covering planning, execution, communication, and preparation of policy papers. The role also includes supporting policies related to the national Skills Framework and handling meeting secretariat responsibilities.
Data Analysis and Ecosystem Development
You will examine labour-market information and feedback from industry to identify trends and generate insights that inform policy reviews and programme design. The role also involves connecting industry requirements, labour-market shifts, and jobs-skills initiatives, while reviewing methodologies, data flows, processes, and digital products from a system-level perspective to improve the wider jobs and skills ecosystem.
Stakeholder Engagement and Collaboration
You will work with internal partners to ensure intelligence-led planning is built into programme development. A key part of the role is managing different stakeholder priorities and using engagement effectively to support policy objectives.
What We’re Looking For
- Comfort with working on data and identifying the core issues that influence policy results.
- Ability to translate complex analysis into practical recommendations that support decisions.
- Strong written and spoken communication skills to present ideas clearly and engage stakeholders at all levels.
- A self-directed approach with the ability to learn quickly and deliver independently.
- An iterative, adaptable mindset suited to a fast-changing environment.
- Knowledge of large language models is a plus, especially for supporting data analysis, policy research, and stakeholder insights.
- Up to 6 years of relevant experience in policy development and implementation, planning roles, or operational policy planning and review.
- Candidates without direct experience may still be considered if they can demonstrate the required competencies through relevant projects or short stints in related functions.
Employment Terms
The initial offer will be a 2-year contract. Depending on performance and organisational needs, candidates may be considered for an extension or a permanent appointment.
