Role overview
Safaricom PLC is seeking a Lead - Wholesale & Carrier to own and grow its wholesale and carrier business. This position reports to the Chief Enterprise & Public Sector Officer and is responsible for shaping commercial outcomes across interconnect, roaming, capacity services, and international voice and data revenue streams.
The post carries strategic responsibility for expanding revenue, safeguarding margins, and strengthening partner relationships across Kenya and regional markets. It focuses on turning Safaricom’s network assets and international connectivity reach into sustainable commercial value through structured agreements, strong governance, and disciplined execution.
Working in a complex technical and regulated setting, the role oversees both domestic and international carrier partnerships, settlement arrangements, roaming contracts, capacity sales, and broader cross-network commercial models. The objective is to improve revenue realization while managing cost exposure and commercial risk.
The role also requires close collaboration with Technology (Network & Core), Finance, Risk, Regulatory & External Affairs, Legal, and M-Pesa Africa to maintain commercial consistency, improve settlement accuracy, resolve disputes efficiently, and support durable partnerships.
Responsibilities
- Set and execute the wholesale and carrier commercial strategy.
- Grow revenue from interconnect, roaming, capacity, and international voice/data lines.
- Improve monetization of network assets and international connectivity capabilities.
- Structure commercial arrangements in a disciplined and commercially sound way.
- Ensure compliance with relevant regulatory and legal requirements.
- Monitor partner performance and strengthen governance across relationships.
- Oversee domestic and international carrier engagements and negotiations.
- Manage interconnect settlements, roaming agreements, and capacity sales frameworks.
- Support cross-border revenue growth in Kenya and other regional markets.
- Work with internal stakeholders to align commercial, technical, finance, legal, and risk considerations.
- Help resolve settlement issues and commercial disputes efficiently.
- Protect margin integrity and reduce exposure to commercial and operational risk.
Requirements
- Strong experience operating in a technical, regulated commercial environment.
- Ability to manage complex wholesale, carrier, and interconnect relationships.
- Experience in commercial strategy, revenue growth, and partnership management.
- Knowledge of roaming, capacity services, and international telecom revenue streams.
- Understanding of settlements, dispute handling, and governance mechanisms.
- Ability to work cross-functionally with technical, finance, legal, regulatory, and risk teams.
- Commercial judgement with a focus on margin protection and cost discipline.
