Job description
Role Overview
This position is focused on leading proposal and estimation activities for shutdowns, turnarounds (TARs), plant outages, and maintenance contracts across the oil & gas, refinery, petrochemical, and broader industrial sectors in Kuwait.
Core Scope
The role requires strong practical exposure to developing and managing shutdown and turnaround proposals for Kuwait-based customers and projects. You will be expected to understand shutdown execution approaches, work scope breakdowns, critical path activities, manpower planning, and outage execution strategies in detail.
Proposal and Estimation Responsibilities
- Assess shutdown and turnaround scopes and shape the bid strategy accordingly.
- Prepare man-hour estimates, productivity assumptions, and resource plans for TAR assignments.
- Develop cost estimates, pricing models, and commercial proposals for shutdown works.
- Draft technical submissions, execution plans, mobilization plans, and project schedules.
- Review pre-qualification materials, complete tender documents, and support client clarification rounds.
- Work closely with Operations, Planning, Estimation, HSE, Procurement, and Commercial teams during the bid stage.
- Identify risks and highlight execution challenges that may affect shutdown delivery during the proposal phase.
Technical Exposure Required
The role demands familiarity with refinery and petrochemical shutdown disciplines, including Mechanical, Piping, Static Equipment, Rotating Equipment, Electrical & Instrumentation, Scaffolding, Insulation, Painting, and specialized maintenance services.
Client and Market Knowledge
A good understanding of major oil & gas, refinery, and petrochemical clients in Kuwait, along with their shutdown contracting practices and tendering expectations, is important for success in this role.
