Job description

Role Overview

The HSE Manager will oversee health, safety, environment, and sustainability systems for a Green Field Project and, later, a chemical manufacturing facility in Singapore. This position is responsible for ensuring full alignment with local regulatory expectations, company standards, and site-level operational needs.

Key Responsibilities

  • Direct HSE programs and management systems so they remain compliant with Singapore regulatory requirements for the project phase and the future manufacturing site.
  • Lead the HSE team and manage permits, licenses, and any deviations tied to the project and the manufacturing facility.
  • Coordinate and support internal and external compliance, HSE, and sustainability audits and surveys.
  • Build and maintain an effective process safety framework, covering risk reviews, management of change, pre-startup checks, chemical handling, and manufacturing permits.
  • Investigate incidents and accidents, then track corrective actions to confirm they are working as intended.
  • Monitor site performance indicators related to injuries, illnesses, and incidents.
  • Create and oversee HSE plans, procedures, and working practices for the manufacturing site.
  • Share findings, risks, and gaps with the relevant managers so corrective measures are implemented promptly.
  • Strengthen safety culture through training, safety meetings, quick feedback on safety ideas, and active support for site safety initiatives.
  • Work closely with management, owners, contractors, and government agencies on HSE matters.
  • Lead occupational health and industrial hygiene activities.
  • Serve as SMO during the pandemic period.
  • Hold responsibility as the hazardous substance licensing holder and develop the procedures needed to stay compliant.
  • Review new processes and lead risk assessments for those changes.
  • Manage emergency response plans and train employees to reduce the impact of accidents and other unplanned events.
  • Implement and maintain site security programs and procedures in line with corporate requirements.
  • Maintain ISO 45001 and ISO 14001 management systems.
  • Handle other related duties as assigned from time to time.

Requirements

  • A degree in engineering or a graduate qualification with an HSE specialisation.
  • 8 to 10 years of experience in chemical manufacturing facilities in Singapore, with some exposure to construction safety.
  • Current WSHO registration with MOM and FSM certification.
  • Strong understanding of chemical properties, chemical analysis characteristics, safe work practices, and relevant local and international codes and standards.
  • Proven knowledge of Singapore construction safety and environmental regulations.
  • Prior interaction with regulatory bodies or compliance officers is an advantage.
  • Strong written and spoken communication skills, along with good organisation and analytical ability.
  • Working knowledge of the legal framework governing local HSE laws and regulations.
  • Experience conducting safety audits.
