About the organisation
The National Treatment Purchase Fund (NTPF) is a statutory corporate body established under Statutory Instrument 179, the National Treatment Purchase Fund (Establishment) Order 2004, and the Nursing Homes Support Scheme Act 2009. Its work spans arranging hospital treatment for eligible groups identified by the Minister, gathering and validating information on people waiting for public hospital care, agreeing prices with private and voluntary nursing homes under the Nursing Homes Support Scheme, advising the Minister for Health on connected matters, and carrying out any additional duties assigned by the Minister. Since July 2012, this also includes publishing outpatient waiting lists.
The organisation works closely with the Department of Health, the HSE, acute public hospitals, and private nursing homes across the wider health system.
Corporate Services Directorate
The Corporate Services Directorate supports the NTPF’s Corporate Strategy by putting in place the systems, processes, structures, and operational controls needed for the organisation to perform effectively. Its remit includes human resources, corporate governance, facilities, procurement, and other operational functions. The directorate also helps shape a productive working environment, develops policies and procedures, protects organisational assets, and ensures spending delivers good value.
The role
Reporting to the HR Manager, the HR Officer will manage the full pension lifecycle for all current and former NTPF staff, including pensioners, with support from an external pension consultancy. The post also carries responsibility for a wide range of HR administration and transactional activities. Acting as deputy to the HR Manager, this role plays an important part in delivering Strategic Goal 5: Organisational Excellence.
Human resources duties
In this position, you will oversee staff within the HR function, review and approve leave and performance matters, and escalate issues to the HR Manager when needed. You will help maintain a positive and collaborative workplace, contribute to special projects such as the Culture Development Committee, and support cross-organisational initiatives. The role also involves governance support such as parliamentary questions, annual reports, internal reporting, and procurement activity. In addition, you will look for ways to improve HR service delivery, review payroll files before manager sign-off, support employee relations cases, coordinate recruitment campaigns, assist with learning and development rollout, manage the PMDS process, and prepare HR reports from HR systems. Any other duties assigned by the HR Manager or Director of Corporate Services may also form part of the role.
Pension administration
You will provide a confidential, accurate, and efficient pension administration service, supported by an external consultancy. Duties include processing pension applications and estimates for different retirement benefit types, managing data uploads to the DPER National Databank and annual return requirements, maintaining superannuation files for current and former employees, issuing annual pension declaration forms to pensioners, and staying current on the rules of the NTPF Superannuation Scheme and the Single Public Service Pension Scheme.
