Job description
Role overview
This is a site-based leadership position at the Stanlow Manufacturing Complex in Ellesmere Port. The working pattern is full time, five days a week, Monday to Friday.
About the company
EET (Essar Energy Transition) aims to become a leading producer of low-carbon fuels and create a model energy transition hub in the North West. The business is a major supplier of essential fuels to the Northwest and the wider UK, producing more than 16% of the country’s road transport fuels while also supplying feedstocks to the petrochemical sector. It is investing significantly in low-carbon energy solutions.
The company works with major retail fuel brands, supermarkets, Manchester Airport, leading airlines, and regional transport operators. It is also a key partner in the HyNet project, supporting the region’s move toward a lower-carbon future. With more than 900 skilled employees, the organisation offers a strong safety culture, demanding technical work, and extensive training opportunities in the energy sector.
What the role involves
As Head of Construction and Enabling for UK CAPEX projects, you will oversee all on-site construction activity across a portfolio of major EPC projects in a live refinery setting. You will hold complete responsibility for construction delivery, from enabling works through to handover, making sure every project is executed safely, meets design requirements, and stays on programme.
The position calls for confident leadership across complex, multi-contractor environments, with particular emphasis on coordinating interfaces, planning work in brownfield conditions, and ensuring compliance in a COMAH-regulated site. You will also serve as a main point of contact for regulatory organisations such as HSE and other relevant authorities during inspections, audits, and project assurance reviews.
In addition, you may deputise for the Head of UK Project Delivery when needed, helping maintain continuity across the wider project delivery function.
Key accountabilities
- Direct civil, mechanical, and electrical/instrumentation construction activities across several sites.
- Oversee contractor output, site safety, and delivery performance against the programme.
- Manage the commercial side of construction, including change control, claims, and alignment with contract strategy.
- Coordinate enabling works and ensure the site is ready for construction execution.
- Take ownership of compliance with CDM 2015, COMAH, and UK HSE requirements.
- Address complex site issues, project risks, and interface challenges, including SIMOPS.
- Maintain strong governance for temporary works.
- Provide construction input into commissioning activities.
- Support wider project leadership and stakeholder coordination when acting as deputy.
About you
You are an accomplished construction leader with a strong history of delivering large industrial or energy projects within live operating environments in the UK. You will have the presence and authority to lead contractors, shape outcomes, and maintain control in demanding delivery situations.
You bring a blend of technical construction expertise, practical problem-solving ability, and a clear commitment to safety, quality, and delivery performance.
What you will bring
- Substantial experience leading EPC construction on large industrial or energy projects.
- Solid working knowledge of COMAH, CDM 2015, and UK construction standards.
- A proven track record of managing several contractors and site interfaces at the same time.
- Experience of project delivery in brownfield or operational sites.
- Confidence in strengthening safety culture and leading audits, QA/QC checks, inspections, ITPs, and punch-list management.
- Commercial awareness, including experience managing construction budgets.
Working pattern and location
The role is based on site at Stanlow Manufacturing Complex, Ellesmere Port, and requires attendance five days per week, Monday to Friday.
