Role Overview
This role focuses on the day-to-day oversight of hard services maintenance within a faith-based facility in Accra. The Facility Officer will coordinate technical staff, manage preventive and reactive maintenance, support safety and compliance efforts, and assist with budgeting and procurement for building services.
Team Supervision and Coordination
- Provide direct supervision to the resident plumber, electrician, and air-conditioning technician, including work instructions, guidance, and close follow-up.
- Hold routine team check-ins to align maintenance priorities, organise work schedules, and resolve operational issues.
- Track attendance, workmanship, and behaviour of the in-house technical team, and escalate any performance concerns to the Facility Manager.
- Oversee outsourced vendors during site visits and ensure their work matches the agreed scope, timeline, and quality expectations.
Preventive Maintenance
- Create, maintain, and execute a preventive maintenance plan for all hard building services.
- Ensure equipment and systems are serviced at the required intervals in line with manufacturer guidance and industry good practice.
- Keep an updated preventive maintenance tracker and share completion progress and outstanding tasks with the Facility Manager.
- Spot repeat faults and help put corrective actions in place to reduce avoidable breakdowns.
Reactive and Emergency Maintenance
- Act as the main contact for breakdowns, faults, and urgent maintenance issues affecting hard services.
- Assess incoming requests, prioritise them appropriately, and respond quickly to reduce disruption to church activities.
- Coordinate emergency repairs and bring in external vendors when internal capacity is not enough.
- Record all reactive maintenance activities, including response time, actions taken, and final resolution.
Inspections and Asset Management
- Perform regular technical checks on hard services systems such as switchboards, distribution boards, plumbing lines, HVAC units, and related equipment.
- Maintain an accurate asset register covering installation dates, service records, warranty details, and replacement timelines.
- Identify worn-out or failing assets and recommend planned replacements or improvements.
Compliance and Safety
- Make sure all maintenance work follows relevant electrical, plumbing, gas, and building safety regulations.
- Apply and enforce permit-to-work controls for higher-risk jobs such as electrical isolation, working at height, and hot works.
- Confirm that technical employees and contractors hold valid and current trade certifications.
- Keep all required statutory inspection and compliance records up to date, including electrical installation condition reports, PAT testing logs, and water hygiene documentation.
Budget and Procurement Support
- Support the Facility Manager with budget preparation and cost estimates for maintenance and replacement work.
- Raise purchase requests for materials, spare parts, and contractor services in line with procurement procedures.
- Contribute cost and scope information for capital works and refurbishment projects involving hard services.
Qualifications and Experience
- Diploma or Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, Facilities Management, or a closely related technical discipline.
- Trade certifications such as electrical installation, plumbing, or refrigeration/HVAC are a strong advantage.
- At least 4–5 years of experience in hard services facilities management or building maintenance.
- Minimum of 2 years’ experience leading maintenance technicians or other tradespeople.
- Practical experience with electrical, plumbing, and HVAC systems in a commercial, institutional, or multi-use building setting.
- Experience handling outsourced technical contractors and service level agreements.
Knowledge, Skills, and Personal Attributes
- Strong technical understanding of electrical systems, plumbing infrastructure, HVAC, and general building services.
- Ability to develop and manage preventive maintenance schedules effectively.
- Capacity to read technical drawings, schematics, and equipment manuals.
- Good working knowledge of health and safety rules, permit-to-work procedures, and risk assessment practices.
- Competence in Microsoft Office.
