About the department

The Department of Treasury and Finance supports the Victorian Government by shaping economic, financial and resource management decisions. Portfolio Analysis Group

The Portfolio Analysis Group sits in the Budget and Finance Division of the department. It contributes to financial policy advice for government and the Victorian public sector, covering areas such as resource allocation, departmental performance, financial reporting frameworks and the State’s budget position.

The group’s main focus is giving advice on how resources are allocated. It supports decision-making on government policies and programs, monitors departmental performance, and promotes responsible management of the State’s fiscal resources.

About the role

In this position, you will act as the main relationship lead within the department for portfolio funding and financial matters relating to the Department of Transport and Planning and the Victorian Auditor-General’s Office.

You will provide leadership on advice to senior executives, the Treasurer and the Minister for Finance on applying the Integrated Management cycle across these portfolios, in line with the State’s Resource Management Framework. Your work will include investment advice for the annual State Budget and other government decision-making processes, along with guidance on financial management consistent with Victorian legislation and policy.

You will also work closely with colleagues across the department, including Infrastructure Division, to support advice on the financial impacts of major transport infrastructure projects and service contract arrangements.

Alongside this, you will lead a skilled team of public sector finance and policy professionals. This includes managing the performance and growth of about six to eight team members, coordinating a wide range of outputs, and contributing to executive leadership across fiscal strategy, operations, team culture and group management.

About you

To succeed in this role, you will bring strong experience in policy and financial advice, including the ability to analyse complex issues, identify emerging risks and opportunities, and prepare strategic recommendations that support sound decisions.

You should be comfortable giving practical and creative advice to government in complex, sensitive and fast-moving situations. Strong influencing and negotiation skills are important, along with the ability to build effective senior-level relationships, reach agreement and balance competing priorities.

You will also need experience managing a portfolio of deliverables and functions, with a focus on delivering organisational outcomes while managing risk and resources well. In addition, you should have demonstrated leadership of diverse, high-performing teams and the ability to build capability, accountability, collaboration, learning and ongoing improvement.

Excellent communication and interpersonal skills are essential, including the ability to simplify complex matters and explain issues with significant implications clearly and convincingly.

Mandatory and other requirements

A tertiary qualification in economics, public policy, accounting or another relevant discipline is required. Strong experience in public policy and administration is also highly desirable, particularly where it includes leading policy or financial analysis and advising senior management and government.
