Job description
Job purpose
The Director of Finance will provide strategic leadership and specialist guidance for all finance-related operations within the Authority.
Key responsibilities
- Prepare and oversee the Authority’s regular financial statements and reports.
- Drive initiatives to secure funding and strengthen the revenue position of the Authority.
- Offer advice on revenue generation and effective revenue administration.
- Coordinate the allocation of financial and material resources needed to support the Authority’s work.
- Compile and manage the Authority’s annual budget.
- Track and regulate cash inflows and outflows to support day-to-day operations and investment requirements.
- Guide management on sound and responsible financial management practices.
- Lead, administer, and supervise the work of the Finance Department.
- Ensure departmental plans, programmes, and activities are implemented effectively.
- Set, assess, and update standards and guidelines for financial operations across the Authority.
- Oversee the preparation of annual and other recurring departmental reports.
- Evaluate the performance of departmental staff under direct supervision.
Qualification and experience
- A Master’s degree in Business Administration, Finance, Accounting, Commerce, or another closely related field from a recognized tertiary institution.
- Professional chartered accountancy status from ICA Ghana, ACCA, or another recognized accounting body.
- At least 10 years of relevant post-qualification experience, including 5 years at senior management level in a reputable organization.
Skills and competencies
- Strong understanding of financial, procurement, auditing, and labour regulations.
- Experience with organizational development and change management.
- Working knowledge of accounting and finance systems.
- Ability to manage financial resources and computer-based finance tools.
- Negotiation, diplomacy, lobbying, and fundraising capability.
- Solid grasp of public administration and public policy analysis.
- Excellent communication, interpersonal, report-writing, and presentation skills.
- Knowledge of project and programme management.
- High standards of integrity and ethical conduct.
- Understanding of public financial management laws and regulations.
