Cost Estimator

About the Role

Parsons Corporation is hiring a detail-oriented Cost Estimator for its Tabuk, Saudi Arabia location. The position focuses on producing reliable and well-supported cost estimates for major infrastructure and master-planned development projects, starting from the earliest concept stage and continuing through to final construction documentation. The role calls for strong knowledge of quantity takeoffs, pricing trends, and commercial risk so that project budgets remain realistic and financially sound.

Key Responsibilities

• Build accurate cost estimates across the full project lifecycle, including concept, schematic design, design development, and final construction documents.
• Carry out exact quantity takeoffs from 2D engineering drawings and 3D BIM models using standard estimating tools.
• Monitor labor, material, equipment, and supply chain pricing across Saudi Arabia and the wider GCC to support dependable pricing models.
• Work with design and project management teams to assess design options and recommend cost-saving, value engineering solutions that do not compromise quality or safety.
• Review contractor bids, commercial submissions, and variation claims, then compare them against baseline estimates to support award decisions.
• Support project controls in identifying cost risks, carrying out quantitative risk analysis, and setting appropriate contingency allowances.
• Record final project cost data and contribute to benchmarking databases that improve the accuracy of future estimates.

Required Background

• A bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, or a closely related discipline.
• At least 10 years of professional experience in construction cost estimation.
• Strong experience with large-scale infrastructure, utilities, or heavy civil works valued in the hundreds of millions.
• Exposure to the supply chain and regulatory environment in Saudi Arabia or the Middle East is considered highly desirable.

Preferred Expertise

• Advanced use of estimating and takeoff software such as CostX, Candy, Bluebeam, or similar tools.
• Working knowledge of Autodesk Revit and Navisworks for extracting quantities from digital models.
• Familiarity with recognized measurement standards such as POMI, CESMM4, or RICS NRM.
• Professional credentials such as MRICS, CCP, or an equivalent certification are preferred.
• Strong analytical ability, attention to detail, negotiation skills, and clear written and verbal communication.
