About the Role

We are urgently seeking a Cost Control Lead currently residing in Qatar with a valid and transferable QID. This role involves providing senior-level consultancy and direction regarding the strategic distribution, planning, funding governance, and overarching management of expenditures throughout all phases of a project.

Key Responsibilities

  • Offer executive advice on cost allocation and financial governance across project stages.
  • Establish, approve, and uphold comprehensive Project Controls governance frameworks, funding approval protocols, and standardized cost reporting to maintain transparency and cost efficiency.
  • Maintain accurate cost data and labor verification for all reimbursable and lump-sum contracts to give project management clear insights into cost effectiveness and performance.
  • Guide Project Cost Engineers in adopting uniform project control methods involving labor tracking, actual man-hours reporting, Value of Work Done (VOWD), trend monitoring, contingency oversight, and budget allocation.
  • Assist project leaders by leading financial inputs, resources, and budgets in funding packages, recommending budget shifts to keep projected costs aligned with approved funding.
  • Prepare forecast cost estimates and annual Work Program & Budget (WP&B), reflecting project scope, progress, and remaining work.
  • Develop and manage the project's Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) to effectively track and segregate contract expenditures.
  • Monitor and audit contractor deliverables, time logs, progress claims, and VOWD submissions; track cost efficiency and labor productivity using earned value and progress measurement techniques.
  • Alert Project Controls and leadership on negative cost patterns, resource use concerns, inefficiencies, or overspending and assist in corrective actions.
  • Manage project commitments, trend analysis, and budget allocation, evaluating the financial impact of variations, labor adjustments, and overtime to ensure commercial justification and proper approvals.
  • Implement robust cost and resource tracking methods to verify contractor data with independent site metrics, ensuring precision in cost reporting.
  • Provide financial and estimating support during bidding and procurement phases by reviewing commercial rate structures, benchmarking labor costs against market data, and conducting sensitivity analyses.

Qualifications and Experience

  • Bachelor’s degree in Business, Accounting, Commerce, Marketing, Science, Engineering, Project Management, Supply Chain Management, Law, Communications, Technology, Mathematics, Statistics, or a related field.
  • At least eight years of professional experience in a business discipline, with a minimum of four years in Oil & Gas, Energy, Industrial, Infrastructure, or major project sectors.
  • At least one year of supervisory, acting leadership, or contractor oversight experience.
  • Experience collaborating with operators, EPC contractors, vendors, subcontractors, or service providers on significant capital projects.
  • Familiarity with project functions such as planning, scheduling, cost control, estimating, claim and risk management, change control, procurement, contract management, reporting, and learning from past projects.
  • Exposure to major projects from an Owner's perspective, managing EPC lump-sum contracts, working alongside multicultural teams and large subcontractors, and mentoring juniors.
  • Proficiency with ERP and Project Management software, like SAP or equivalent systems.
  • Desirable knowledge of industry best practices in project cost control and governance.
