Job description

Position Summary

QD-SBG is looking for a Corporate HSE Manager to take overall leadership of Health, Safety and Environment systems across the business. This role is responsible for shaping and improving HSE governance across multiple major construction and infrastructure projects in Qatar, while promoting higher standards of performance, consistency, and operational excellence.

Key Responsibilities

  • Create, roll out, and continuously refine the organization’s HSE strategy, standards, policies, and objectives.
  • Provide corporate-level HSE direction and oversight for several large construction and infrastructure projects running at the same time in Qatar.
  • Make sure all work aligns with Ashghal expectations, Qatar Construction Specifications, local legal requirements, and client-specific safety standards.
  • Work closely with project teams from mobilization through completion and handover.
  • Track HSE performance across projects and build KPI dashboards for management review.
  • Lead incident investigations and ensure corrective and preventive actions are properly closed out.
  • Use structured analytical tools such as Root Cause Analysis, Fishbone diagrams, 5 Whys, and other continuous improvement methods to solve problems.
  • Carry out corporate HSE audits, site inspections, and management reviews to confirm compliance and standardization.
  • Guide, coach, and support project HSE teams while helping build a strong company-wide safety culture.
  • Liaise with clients, consultants, authorities, and senior leaders on all HSE-related matters.
  • Assess risk registers, method statements, emergency response arrangements, and high-risk work activities.
  • Spot trends, capture lessons learned, and identify opportunities to improve systems and performance.
  • Prepare presentations and present HSE results and strategic initiatives to executive leadership.
  • Ensure sufficient HSE resources and staffing are available across multiple active projects.
  • Promote behavioral safety programs and workforce engagement initiatives.
  • Support ISO 45001 and ISO 14001 systems and help maintain certification readiness.

Requirements

  • A bachelor’s degree in Engineering, Occupational Health & Safety, or a closely related field is required.
  • Applicants should bring 20–25 years of HSE experience, including at least 5 years in an executive or corporate management position, with strong exposure to major construction and infrastructure work.
  • NEBOSH International Diploma or an equivalent professional qualification is needed.
  • A Six Sigma Green Belt/Black Belt certification or background in Lean Management is expected.
  • Experience in operational excellence and continuous improvement systems is required.
  • Lead Auditor qualification for ISO 45001 and/or ISO 14001 is required.
  • Prior responsibility for HSE management across multiple projects at the same time is essential.
  • Strong understanding of Ashghal requirements, Qatar Construction Specifications, and local regulatory frameworks is necessary.
  • Excellent communication, presentation, leadership, and stakeholder management abilities are important.
  • Previous work on major infrastructure, road, utility, rail, or government projects in Qatar is preferred.

Additional Information

This is a corporate-level HSE leadership position based in Lusail, Qatar. The role is full-time and onsite.
