Job description

Job Overview

This position focuses on two closely linked areas: contractual claims and project planning for water treatment construction work. The role is responsible for assessing entitlements, preparing claim submissions, and maintaining project schedules so that progress, delays, and critical path shifts are tracked accurately and project delivery stays on course.

Claims and Entitlement Work

  • Assess, document, and draft contractual claims such as extension of time, disruption, loss and expense, and variation claims.
  • Examine project records to confirm entitlement under FIDIC, PSSCOC, EPC, or other project-specific contract terms.
  • Build detailed claim statements, delay explanations, and supporting evidence packs.

Planning, Scheduling, and Monitoring

  • Create and update baseline project programmes in Primavera P6 and/or MS Project.
  • Track actual site progress against planned milestones and revise schedules as needed.
  • Carry out critical path analysis to pinpoint tasks that could affect overall completion.
  • Monitor float consumption, logic revisions, and developing delay exposure.
  • Spot schedule slippages and investigate the underlying causes.
  • Support as-planned versus as-built reviews, time impact analysis, and windows analysis for claim support.

Delay and Disruption Assessment

  • Evaluate the effect of delays on process systems for water treatment, M&E works, civil works, and commissioning.
  • Review impacts caused by late design inputs, delayed materials or equipment, workfront restrictions, additional works or rework, and interface issues with other trades.
  • Connect delay events and disruption events clearly to the relevant contractual claim outcomes.

Records, Notifications, and Risk Control

  • Compile and organise project records such as daily reports, manpower and equipment logs, RFIs, NCRs, SI/VO instructions, delivery records, testing and commissioning data, progress photographs, and inspection documents.
  • Keep a claim log and a schedule variance tracker up to date.
  • Use project records to strengthen claim substantiation and schedule verification.
  • Identify potential claim events early by reviewing contract obligations.
  • Issue early warning notices and required contractual notifications on time.
  • Escalate delay, variation, and scope-gap risks to the Project Manager.

Coordination and Reporting

  • Work closely with Project Managers, planning and scheduling teams, engineering and site teams, QS/cost control, and procurement.
  • Communicate with clients, consultants, and subcontractors on claim and scheduling topics.
  • Provide technical support for claim reasoning, schedule updates, and variance analysis.
  • Prepare and support progress claims for clients and assist with certification of claims from clients, consultants, and subcontractors.
  • Produce weekly and monthly updates covering schedule variance, critical path movement, and delay drivers.
  • Share management-level insights on claim opportunities, exposure to risk, and suggested mitigation steps.
  • Present findings in project meetings and prepare progress reports for clients.

Qualifications and Experience

Candidates should have a degree or diploma in Engineering (Mechanical, Electrical, Civil, Environmental), Quantity Surveying, Construction Management, or a closely related field. The role calls for 3 to 8 years of experience in water treatment or utility construction, EPC, M&E, or industrial plant projects, preferably in claims, project planning, or project controls. Experience in delay analysis will be an added advantage.

Technical Skills

  • Hands-on experience with Primavera P6 and MS Project.
  • Working knowledge of accepted delay analysis methods.
  • Strong understanding of construction sequencing, scheduling logic, and M&E integration.
  • Ability to combine claims assessment with schedule tracking.
  • Strong analytical, writing, and documentation capability.
  • Knowledge of water treatment systems such as RO, UF, pumps, tanks, chemical dosing, and process piping is helpful but not required.

Other Information

The appointment is for a 1-year contract, with the possibility of renewal. The main worksite is in Woodlands, Singapore. The working pattern is Monday to Saturday.
